- SOURCES SOUGHT: The 96th Contracting Squadron, Eglin AFB, Florida is conducting market research seeking sources that will be able to supply the following cable service: DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS. The Provider will furnish, at Eglin's expense, cable boxes and/or satellite receivers needed to provide service to government administrative, lodging and public areas at Eglin AFB. This will include more than one receiver/cable box per building if needed to provide access to other television sets. The signal delivered by the Provider shall allow the user the capability to change the channel at each television and to be able to watch different programming at each television at the same time. Provider shall not split the signal to other televisions in the buildings. The Provider will furnish the option to upgrade reception hardware at a reasonable charge (i.e. capability for Digital Dolby sound, HDTV decoding, and Personal Video Recording Capability, etc). Satellite providers will minimize the number of satellite dishes required to provide coverage to Eglin AFB government owned buildings by using the best available technology. Providers must allow for expansion to new government owned facilities, to include, but not limited to the 7th Special Forces Group (A) compound under construction off State Highway 85 approximately 3 miles east of Duke Field. Provider will furnish at its own expense necessary infrastructure to distribute the television programming signal to all designated facilities provided that the cost of installing the service at new locations within Eglin does not exceed $300.00 per location. If technically feasible, the Provider shall provide on the system, at no additional cost to the Government, at least two Government Access Channels for noncommercial use by the government. The system shall be designed and constructed to permit the government to originate programming for the Government Access Channel from two facilities on Eglin AFB. Eglin AFB will provide the computer, VCR, or any other items needed to feed the source input to these channels. The Provider will also provide, if technically feasible, an audio over-ride system for all units that are connected to the Eglin AFB cable infrastructure. This system will allow Eglin AFB to interrupt video and audio signals and have the capability to broadcast an emergency message to the base populace in the event of natural disasters and other emergencies. The Provider will furnish all other equipment. The current infrastructure in place at Eglin AFB, FL is currently owned by Cox Cable Company. This is not a solicitation announcement and this notice does not constitute any commitment by the Government. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition decisions for future requirements.
