Description

The Naval Air Systems Command intends to issue a Delivery Order to an existing Basic Ordering Agreement with Boeing, St. Louis for Automated Maintenance Environment (AME) Support of the Military Flight Operations Quality Assurance (MFOQA) Program. The MFOQA System enables a knowledge management process that uses flight data downloaded after every flight to provide the aircrew, squadron, and fleet with timely, quantitative information regarding aircrew and aircraft performance to improve maintenance, operational readiness, safety, and training (MOST). Boeing provided the original delivery of software for the MFOQA Program and this requirement is for additional updates to correct defects and make improvements. This procurement is being made on a sole source basis under the statuatory authority 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Requlation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information that will be considered by NAVAIR.
