- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Nonlinear Dynamics, Keel House Garth Heads, Newcastle upon Tyne N4L 2ET. The reference number NHLBI-PB-(HL)-2009-149-DDC. The item to be purchase is: 10-0101-00, Progenesis SameSpots Software complete with Dige and Stats module The Government=s estimated expected delivery date is 90 days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact that the only Progenesis SameSpots software has been used as standard software for 2D gel analysis in NHLBI Proteomics Core Facility, where the laboratory staff has been running these 2D gel experiments. Given the high volume and frequent of working projects in our research group and limited usage in the core facility, it is required and important to have this software to do these time-consuming 2D gel analysis. Progenesis SameSpots is a technology designed to address three key problems associated with 2d gel analysis: Objectivity of analysis, Speed of analysis and Statistical relevance of the results. This is accomplished through pixel perfect alignment of images, elimination of missing values and elimination or reduction in the need for spot editing. Industry Classification (NAICS) Code is 511210 Software Publisher, Size Standard is $25M. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(HL)-2009-149-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6142, Bethesda, Maryland 20892-7902, Attention Deborah Coulter. Response may be submitted electronically to coulterd@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
