REQUEST FOR INFORMATIONU. S. Department of Veterans Affairs Acquisition Academy Date of Issue: May 20, 2009 Date of Response: June 8, 2009 Respond to: Brian Johnson, Contract Specialist Department of Veterans Affairs Acquisition Academy 7485 New Horizon Way Frederick, MD 21703 Phone: (202) 461-0765 1.0Purpose of RFI The purpose of this Request for Information (RFI) is to solicit innovative solutions from qualified IT solutions providers for the design, installation, technical support and service maintenance of the U. S. Department of Veterans Affairs Acquisition Academy (VAAA) classrooms in Frederick, MD. The goal is to provide each student with a stable minimum maintenance network to run simultaneously throughout the academy. At full capacity, there will be approximately 1,000 students that will need this service. Approximately half will be located in Frederick, MD and the remainder will be distance-based. 1.1 Background and Objectives Founded in 2008, the VA Acquisition Academy (VAAA) currently houses approximately 100 employees and 5 classrooms that can each hold 30 students. Currently classrooms are equipped with SMARTboards, LCD projectors, VTC capability and DVD players all connected to an LCD projector. This technology is deemed adequate, but the VAAA is open to alternatives. The VAAA's current classroom desktop solution is for each student to have a laptop computer at their desk. It has been determined that the laptop solution is not optimal for several reasons: 1) IT support and maintenance for this many laptops is to maintenance intensive and will only become more intensive as additional classrooms are added; 2) the mobility of laptops is a security risk to the VA; 3) they utilize an inordinate amount of desk space when students are performing non-IT related tasks; and 4) the abundance of wires that are obtrusive. 2.0Specifications See attached floor plan for our future build-out to accommodate these extra classrooms. There will be a total of 16 classrooms (some housing 24 students and some housing 30 students), 2 business centers (housing 5-10 students) and 20 break-outs rooms (housing 6-8 students each) that will need full IT services. These IT services to include; running multiple applications simultaneously, shared network capability, internet access, and video teleconference technology. The VAAA is looking to have interchangeable classrooms equipped with IT solutions and also the flexibility of a clear work surface for traditional classroom tasks as well as clear sight lines for unobstructed interaction. The VAAA will have three types of students, VA employees, employees of other federal agencies and distance based synchronous/asynchronous students. 3.0Requirements This will be a performance-based acquisition and we are looking for a solution that adds the best value to the Government. This solution may be purely IT or IT and furniture combination. 4.0 Response Structure 1. Title Page- The Vendor shall provide a title page providing the Vendor's name and address, telephone number, email address and contact person. 2. Executive Summary- The Vendor shall provide a one page summary of the response including pertinent points and highlights. 3.Vendor Qualifications- The Vendor shall provide a summary of its qualifications to provide the services being proposed. The Vendor shall provide references of similar organizations to the VAAA that are being provided with service similar to that being proposed to the VAAA. 4.Proposed Solution- The proposed solution shall be created based upon the information provided within this document. Additional services may also be included in the proposed solution if they relate to the VAAA's needs as understood by the Vendor. 5. Available contract vehicles (i.e. GSA, SEWP, GWAC, etc.) 6. Site Visit Available- Please contact the person above to set up a site visit and or meeting to discuss in further detail. 7. Oral Marketing Presentation Recommended. 5.0 Terms This RFI may result in the issuance of one or more formal Request for Proposals or the entering into of a formal contract(s) with one or more Vendors. 5.1 Confidentiality All information in RFI responses regarding terms, conditions, financial and/or technical components, administrative and/or technical services, which in the Vendor's opinion is of a proprietary or confidential nature shall be marked clearly as "Confidential" at each relevant section or page. All information marked confidential, as well as all information provided by the VAAA, will be held in strict confidence and shall not be revealed to other parties outside of those involved in evaluation of the responses, without either parties written consent, except as may be required by any applicable law. 5.2 RFI Costs Vendors responding to this RFI are solely responsible for assuming all costs associated with preparing and submitting responses.
