Description
Intent to Sole Source: The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Department of Homeland Security-Office of Inspector General (DHS-OIG), intends to negotiate a sole-source procurement with Global Com, Inc for installation, testing, and integration of the agency's Protective Distribution System (PDS) with the Interceptor in Washington, DC. A sole source to Global Com, Inc is intended for this order, based on the fact that DHS does not use a COTS Interceptor; DHS has a proprietary version of firmware that must be uploaded to the Interceptor so that it has the unique operating characteristics required for the DHS operational environment. The vendor [Global Com, Inc] is the only Certified Vendor that has performed the DHS firmware upgrade and has operational experience with the Interceptor using the DHS firmware. Additionally the Interceptor must be integrated to DHS automation equipment for event notification and Global Com, Inc is the only company that has the knowledge and experience in performing this integration. Global Com, Inc is also the only company which has successfully installed and currently maintains the existing Interceptors for DHS. The Bureau of the Public Debt will consider all affirmative responses received no later than May 29, 2009. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirements. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements, we intend to negotiate a sole-source award to Global Com, Inc.
