- Department of Veterans AffairsVISN 10 Contracting Office 10000 Brecksville Road Brecksville, Ohio 44141-3204 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION May 15, 2009 IFCAP Transaction #: 541-09-3-5996-0022 Identification of Agency and Contracting Activity: The Louis Stokes Cleveland Department of Veterans Affairs Medical Center (VAMC), 10000 Brecksville Road, Brecksville, Ohio, 44141, VISN 10 Contracting Activity 90(C). Nature/Description of Action: Vendor shall provide construction period services for the 3rd and 4th Floor Renovations at the Louis Stokes Cleveland VAMC- Wade Park Campus. The 3rd Floor is in need of as-built drawing preparations, and the 4th Floor needs submittal reviews, as-built drawings, and 19 site visits. These services are in support of the previous IDIQ contract with CBLH, V541P-5805, which has expired. Estimated Value: $24,626.92 Requesting Service: Engineering Identification of Statutory Authority: (X) 41 U.S.C. 253 (c) (1) Only One Responsible Source ( ) 41 U.S.C. 253 (c) (2) Unusual and Compelling Urgency ( ) 41 U.S.C. 253 (c) (3) Industrial, Mobilization, Engineering, Developmental, or Research Capability or Expert Services ( ) 41 U.S.C. 253 (c) (4) International Agreement ( ) 41 U.S.C. 253 (c) (5) Authorized or Required by Statute ( ) 41 U.S.C. 253 (c) (6) National Security ( ) 41 U.S.C. 253 (c) (7) Public Interest Rationale in support of citation in Paragraph 4 above: Upon the basis of the following justification, the use of other than full and open scompetition for the proposed task order is hereby approved pursuant to the authority of FAR 6.302- 1: only one responsible source and no other supplied or services will satisfy agency requirements. The activity proposes to solicit the engineering services of CBLH Design Inc., at the Louis Stokes Cleveland VA Medical Center (Wade Park), to complete construction period design services for the 3rd Floor (541-04-1009, 541-04-1010, 541-04-1027, and 541-04-1028) and 4th Floor Renovations projects (541-04-1011, 541-04-1012, 541-04-1029, and 541-04-1030). The previous IDIQ Contract with CBLH V541P-5805 expired, cutting off the funding for these additional engineering services that are required for the completion of the construction projects. CBLH provided the original design services for the projects, and has provided the design services to date. It is in the best interest of the Government to continue using the services of CBLH for this project under FAR 6.302-1 to complete the design services needed for the 3rd and 4th Floor Renovations. Determination of a Fair and Reasonable Cost: Price is based on previous engineering services done by this company and the knowledge of the COTR. Additional Support for the use of other than full and open competition: Purchasing these services from CBLH Design.
