Description
CRITICAL ACQUISITION. The work and services required by this acquisition are critical to the timely completion of repairs necessary to the restart of power generation at the Stockton Power Plant. This acquisition is expected to be funded by American Recovery and Reinvestment Act funds. US Army Engineer District, Kansas City, ATTN: CECT-NWK-C/Lowe, 700 Federal Building 601 East 12th Street, Kansas City, MO 64106-2896 Subject: Hydraulic Steel Structure Inspection and Repair at the Stockton Power Plant, Stockton, Missouri The U.S. Army Corps of Engineers, Kansas City District has a requirement to conduct hydraulic steel structure inspection and repairs of the intake and draft tube bulkheads and intake gates at the Stockton Dam Hydroelectric Power Plant. The hydraulic steel structure inspection and repairs are required before any effort can be taken to repair the turbine and associated equipment required for power generation. The work requires expertise with portable cranes and rigging of large steel structures, experience with heavy construction activities, inspection of welds by a certified weld inspector, weld repair to AWS D1.1 standards using pre-qualified weld procedures, the possibility of having to qualify a weld procedure (carbon steel to cast steel), precision machine work on both large and small components, media blasting and application of a vinyl paint system (applicator certified to SSPC-QP1 standards), experience with removal of lead based paint (certified to SSPC-QP2 standards), and expertise in working in confined spaces (meeting OSHA requirements). Service Contract Act and Davis Bacon Wage Decisions will be included in the solicitation, WHICH WILL BE RELEASED ON OR ABOUT MAY 27, 2009. This action will be accomplished as a commercial service under the Small Acquisition Procedures. The Government will award a contract to the lowest priced, technically acceptable proposal. The Federal Supply Code is Z211. The Standard Industry Code is 7692. The NAICS code is 811310. All responsible sources may submit an offer, which will be considered by this agency.
