Description
****THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR PROPOSALS OR QUOTES. The Department of Veterans Affairs intends to negotiate a sole source commercial item procurement with Ms. Margaret Tyndall, a retired VA Accountant, to provide special program support for the $24 million dollar 1 VA Fund Account and assist with Purchase Card Auditing functions under a commercial service contract through the expiration of the 1 VA Fund Agreement, which is September 30, 2013. Services are required two (2) days a week, six (6) hours a day. The expertise needed to facilitate this program are a knowledge of the VAs VISTA System, VAs Financial Management System, VA Cost Accounting, VA Appropriations, One VA Fund Program, Knowledge of Purchase Card Program and the modules supporting the VA purchase card program, and the ability to troubleshoot all problems that may arise with these programs. In addition, the Accountant must be able to balance and prepare VA reports for various appropriations, which entails knowing fund control point, associated appropriation codes, cost centers and BOSCs. Ms. Tyndall is the only known VA Accountant with the requisite knowledge and experience to facilitate this program. This proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 12 Noon, May 26th 2009 EST to: Marchelle.Peyton@va.gov or Fax: 757-728-3132. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
