- US Army Corps of Engineers, Portland District, intends to award an Indefinite Delivery Indefinite Quantity Firm Fixed Price contract for the production and supply of Juvenile Salmon Acoustic Telemetry System (JSATS) Acoustic Micro-Transmitters (AMT). In addition to standard AMTs, the contractor shall provide dummy transmitters; single battery transmitters; and multiple battery longer-life transmitters as well as the equipment necessary to activate the transmitters. The contractor shall be capable of producing a high-volume of uniquely-coded acoustic micro-transmitters and transmitter activation equipment where applicable. This is a Best Value acquisition in accordance with Federal Acquisition Regulation Part 15. The Proposal process will be conducted in two phases; Phase I will consist of the production and testing of 100 prototype AMTs for acceptance testing purposes. Depending on response, up to 3 qualified firms will be selected to continue to the second phase of this proposal, the production phase. Phase II will consist of high-volume production of the JSATS AMT. Selection will be based first on transmitter size and second on the per unit cost. Included in the evaluation of firms will be their history for on-schedule delivery of large quantities of high quality telemetry devices. Upon evaluation of offerors in Phase II, only one single offeror will be accepted for award for the high volume production of JSATS AMTs. The contract will be for a base plus two option years per the Governments discretion. Task orders will be submitted on an as-needed basis at the Governments discretion during the contract period of this contract. Task orders for receivers will be submitted no later than 120 days prior to the delivery requirements of that task order The performance period for Phase II of this contract will begin upon successful completion of prototype acceptance testing and notification of continuance and shall extend through the current fiscal year.
