Description
GENERAL REQUIREMENTSa. The Contractor shall provide all labor, management, supervision, tools, material, supplies, and equipment necessary to replace the extend and retract cables and overhaul a total of two crane hoists assemblies and two hydraulic motors. The hoist assemblies and hydraulic motors are from the crane noted below:50-Ton Grove Crane - Extend/retract cables. Two hydraulic hoist assemblies and two hydraulic motor assemblies, USN 82-05541, Model GMK 3050, serial number 30508470.(1) Hoist Assembly: Serial no. 29194(2) Hoist Assembly: Serial no. 28361 DESCRIPTION OF WORK AND PERFORMANCE STANDARDSa. The Contractor shall replace the extend and retract cables for the crane, as well as overhaul two hydraulic hoist assemblies and two hydraulic motors. The repair shall include inspecting, disassembling, and rebuilding the hoist assemblies and hydraulic motors and complete all otherincidental work related to the overhaul. The hydraulic motor overhaul shall include the directional control functions. The Government will transport the crane (including hoist assemblies and hydraulic motors) from the Government property to the Contractor's repair shop on Oahu. After the repair work is completed, the Government will transport the crane back to the Government's work site.b. Parts and Material Limitations for Cables. The overnment will provide parts for the extend and retract cable replacement. The Contractor shall provide all other parts and material for the cable replacement up to $200 in parts/materials. For unforeseen parts and materials that exceed the limits above, and are needed to complete the cable replacement, the Contractor shall notify theContracting Officer (KO) and the Government may modify the contract to complete the work.c. Parts and Material Limitations for Hoist Assemblies and Hydraulic Motors. The Government will provide Grove hoist assembly overhaul kits for the two hoist assemblies only (not for the hydraulic motors). The Contractor shall provide all other parts and material for the hoistassemblies (beyond the overhaul kits) up to $200 in parts/materials for each hoist assembly. The Contractor shall provide all parts and material for the hydraulic motors up to $200 in parts/materials for each hydraulic motor. The Government will not provide overhaul kits for thehydraulic motors. For unforeseen parts and materials that exceed the limits above, and are needed to complete the overhauls, the Contractor shall notify the Contracting Officer (KO) and the Government may modify the contract to complete the work.d. The Contractor shall complete all work within 90 calendar days after receiving the cables, hoist assemblies, hydraulic motors, and overhaul kits (for the hoist assemblies). If ordered parts (not included with the cable and hoist overhaul kits) have a long lead time causing delay of the completion time, the Contractor shall notify the Government and provide justification for the partsdelivery time. The Government may extend the completion time.e. All work shall be performed in accordance with Grove Worldwide service bulletin No. 00-014 and other applicable manufacturer maintenance service manuals and industry standards. See Service 14-09-27762 Bulletin No. 00-014 in Attachment 1. The portion of the service bulletin that pertains to the hoist assembly overhauls shall apply. The replacement of the cable and the overhaul of the hydraulicmotors are in addition to the work listed in the service bulletin. The cable replacement and overhaul work shall result in a complete usable unit with no cable, hoist assembly, and hydraulic motor operational defects. After the work is completed, the Government will certify the crane at the Government's site. Should the crane not pass the certification due to work of the Contractor, the Contractor shall make necessary repairs, until the crane passes certification, at no additional cost to the Government.f. The Contractor shall be factory trained or factory authorized to perform replacement of the cables and overhaul of the hoist assemblies and hydraulic motors. The Contractor shall provide evidence of meeting this requirement with their quote. Personnel shall be fully knowledgeable of all safety and environmental requirements associated with the work they perform.g. The Contractor shall obtain all required permits, licenses, and authorizations to perform work under this contract and comply with all the applicable federal, state, and local law and regulations.h. The Contractor shall perform Quality Control for all work on this contract. Submit a copy of a Contractor Quality Control Inspection Report to the KO within 3 calendar days after completion of the cable replacement and overhaul work (hoist assemblies and hydraulic motors). The report shall be signed and shall include a statement that work is completed in compliance with all contract requirements. The NAICS Code for this procurement is 811310 and the annual size standard is $7.0 million. The Contractor shall complete all work (including all final reports) within 90 calendar days after receiving the cables, hoist assemblies, hydraulic motors, and overhaul kits (for the hoist assemblies). Interested parties must submit the following information: (1) Full name and address of the firm and (2) A statement regarding your business size (e.g. 8(a), small business, large business, hubzone).
