Description
The Naval Sea Systems Command (NAVSEA) intends to conduct a limited competition with the following vendors: ITT Corp., Advanced Engineering & Sciences, 141 National Business Parkway, Annapolis Junction, MD 20701-1026 (N00024-08-C-6310); Northrop Grumman Space & Mission Systems Corp., Network Communications Division, One Rancho Carmel Drive, San Diego, CA 92128-3403 (N00024-08-C-6309); and Syracuse Research Corp. (SRC), 6225 Running Ridge Road, Syracuse, NY 13212 (N00024-08-C-6308) to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for production of up to 5,000 Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) 3.2 Mounted Systems over a five (5) year period of performance. The IDIQ contract will also provide engineering support services, field service representative support, depot level repair parts and services, test support equipment, spares and consumables, training services and material, and associated technical data. ! The three (3) sources sited above were competitively awarded CREW 3.2 Research & Development (R&D) contracts in December 2007 under solicitation N00024-07-R-6304 because they were deemed to be the only contractors capable of satisfying the Government's requirements. The Government contracted with these three contractors to procure, test, and evaluate Mounted CREW 3.2 Systems. Seven (7) Mounted CREW 3.2 Advanced Development Models (ADMs)/Engineering Development Models (EDMs) were procured from the three contractors to bring the hardware up to Technology Readiness Level 7 or above, provide rapid industrial response at production level quantities, and best address mounted system requirements. The CREW 3.2 R&D systems are currently being developed and produced to meet Joint Urgent Operation Need Statement (JUONS) requirements as defined by the U.S. Central Command (CENTCOM) to test and evaluate capability against emerging threats. In addition to the vendors' proposal respon! ses, the results of Government conducted tests and evaluations will be used as part of the selection criteria during the subject contractual action in order to procure production level quantities from these three vendors. NAVSEA anticipates releasing a Request for Proposal (RFP) to these three contractors in approximately 4th Quarter FY09 with an estimated award in 2nd Quarter FY10. This contract will be awarded pursuant to the applicable statutory authority permitting other than full and open competition for this effort, 10 U.S.C. 2304(c)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after ! date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
