- Description
- SOURCES SOUGHT - REQUEST FOR INFORMATION (RFI) for an electrical propulsion motor for potential application in a manned submersible platform. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). This is a request for information only. This RFI is being conducted to determine if there is industry interest to produce electric propulsion motors as described should the Government decide to procure such motors. The decision to procure said motors has not yet been made, but this RFI would help inform programmatic questions inherent in that decision. This RFI is for fact finding only and does not constitute a commitment or obligation by the Government to issue an RFP, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor would the Government return any data provided. BACKGROUND: NSWC Panama City Division is seeking information on underwater electric propulsion motors for use in a manned submersible application. Motors shall be capable of operation in depths from 0 to 200 feet of seawater. Operating conditions are in water temperatures of 32F to 100F and air storage temperatures of 0 to 140 F. Horsepower ratings shall be in the range of 20-35 shaft HP and shall operate on DC voltage in the range of 100VDC to 500VDC. Motors shall operate in the range of 200-300 RPM at the output shaft to provide power to a propeller. Motors need only be in the range, not necessarily capable of operation throughout the entire range. Motors shall be capable of providing power to a rotating propeller. Proposed motors shall be at a Technical Readiness Level (TRL) of 6 or greater in accordance with the table attached. PLEASE SEE ATTACHMENT TO THIS SYNOPSIS RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 1630 hours on 15 June 2009. There is no specific format or outline that submittals must follow. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative information that should be provided in the submission include: (1) System description and capabilities, (2) motor size, (3) weight, (4) horsepower,(5) operating rpm, (6) operating voltage and current range, (7) design configuration with respect to underwater usage. Operating efficiency data shall be provided if possible. Supporting literature and test documentation that demonstrate technical maturity of your proposed solution may be included in addition to the 10-page narrative paper. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Telephone responses will no! t be honored. Technical questions and responses to this announcement should be directed to David A. Brown, e-mail: david.a.brown3@navy.mil, address: David A. Brown, Code E13, Naval Surface Warfare Panama City Division, 110 Vernon Ave, Panama City, FL 32407.
