Description
This Sources Sought Notice is issued under the American Recovery and Reinvestment Act of 2009 (ARRA) and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the General Services Administration (GSA). The General Services Administration, Region 8, Mountain Plains Service Center, is conducting a market survey and is seeking sources for Design-Build services for the PIERRE, SOUTH DAKOTA FEDERAL BUILDING/U.S. COURTHOUSE. The intent of GSA is to reduce energy demand, reduce operation and maintenance costs, improve building air barrier system (install new curtain wall), and resolve water infiltration issues, to provide occupant comfort. The anticipated requirements for this opportunity include the replacement of the exterior curtain wall system and repair of the basement water infiltration issue in the Federal Building/U.S. Courthouse, which will decrease both energy consumption and operational cost. This project may include some or all of the following: • Remove existing windows, granite spandrel panels and vertical aluminum fins • Install rigid insulation in spandrel locations • Install new curtain wall system, using high performance glazing and insulated spandrel glass panels. • Repair of the basement water infiltration • The design approach will resolve the building's air and water infiltration issues. The Design-Build is anticipated to begin in early 2010. The design and construction cost is estimated between $2.5M and $3.1M Interested sources that have extensive superior design-build experience in transforming federal buildings into high-performance green buildings or similar shall submit a capability document no more than 3 pages in length regarding its expertise similar in scope as described in this Notice. In addition, provide a bonding document stating your firm's capability to bond up to the maximum estimate identified above. GSA is encouraging qualified small business participation. Companies should indicate eligibility under the small business programs such as veteran owned, service-disabled veteran-owned, HUBZone, small disadvantaged, women-owned, and 8(a).
