Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA intends to issue a modification to extend the period of performance on an existing contract on an other than full and open competition basis. The contract is for Systems Configuration Set (SCS) support for the FA-18 and EA-18G aircraft. This action will extend the period of performance of the current contract from 01 July 2009 through 31 December 2009. There will be no increase to level of effort or dollar value of the contract. An SCS is a combination of software and hardware configuration items (CIs) that are integrated into a previously deployed baseline configuration and are delivered to the Fleet as a highly integrated software and hardware package. Delivery is FOB destination. Delivery schedules are identified for each SCS. As the sole designer, developer, and manufacturer of the FA-18 and EA-18G aircraft, Boeing is the only source qualified to satisfy this requirement. Boeing is the only company that has the unique combination of airframe and weapons system integration knowledge, engineering design and software development expertise for the tactical software and the integration o! f the avionics into the aircraft weapon system. No solicitation will be issued; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship. All responsible sources may submit a capability statement or a proposal which shall be considered by the agency.
