SOURCES SOUGHT FOR INFORMATION REGARDING (1) HANDHELD AND FIXED CHEMICAL AGENT COLLECTION, DETECTION, & IDENTIFICATION; (2) HANDHELD AND FIXED BIOLOGICAL AGENT COLLECTION, DETECTION, & IDENTIFICATION; (3) PERSONAL PROTECTIVE EQUIPMENT (PPE); (4) COLLECTIVE PROTECTION (COLPRO) TECHNOLOGIES; (5) INDIVIDUAL AND MASS DECONTAMINATION TECHNOLOGIES; (6) MASS NOTIFICATION SYSTEMS (MNS); (7) EXTERIOR MOUNTING POLES USED IN CONJUCTION WITH GIANT VOICE SYSTEMS (GVS) The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of vendors who can support this requirement as a prime contractor. The type of solicitation (to include the requirements included under the solicitation) that will be issued will depend upon the responses to this sources sought synopsis and other information available to the Government. The resultant acquisition approach must ensure there is adequate competition among the potential pool of responsive contractors. Responses will only be accepted from those firms that are interested in being a prime contractor. Responses to this notice will be used as part of the information gathered as market research that will be used to develop the acquisition strategy for this acquisition. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. The Government has not formalized an acquisition strategy, THERE IS NO SOLICITATION, AND THERE IS NO OTHER INFORMATION AVAILABLE AT THIS TIME. Other than responses to this sources sought, NO OTHER RESPONSES OR INQUIRIES WILL BE ACCEPTED. Questions regarding the scope work of work or acquisition strategy WILL NOT BE ACCEPTTED at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Department of Defense (DOD) Chemical, Biological, Radiological and Nuclear Installation Protection Program (CBRN IPP) is seeking information from companies, educational institutions, research and development laboratories (public and private), or other sources about commercially and government available equipment (COTS/GOTS) or near-commercial technologies that are proven and reliable, for: 1) Handheld and fixed chemical agent collectors, detectors, and identifiers at Department of Defense (DOD) installations worldwide. This sources sought is part of an overall strategy to identify the next generation of toxic chemical interdiction equipment for fielding in the next fiscal year. We are interested in information on systems that would be usable for improved detection of TICS/TIMS (Toxic Industrial Chemicals/Materials) of all kinds at fixed military installations. Operational issues, specifically detection probabilities and false alarm probabilities for typical measurement conditions are of particular interest. Other issues that might impact operations, such as calibration, storage requirements, reliability and robustness, training requirements and health and safety issues are also of interest. Interest is also in both fixed and portable systems. 2) Handheld and fixed biological agent collectors, detectors, and identifiers at Department of Defense (DOD) installations worldwide. This sources sought is part of an overall strategy to identify the next generation of biological interdiction equipment for fielding in the next fiscal year. We are interested in information on systems that would be usable for improved detection of biological agents of all kinds at fixed military installations. Operational issues, specifically detection probabilities and false alarm probabilities for typical measurement conditions are of particular interest. Other issues that might impact operations, such as calibration, storage requirements, reliability and robustness, training requirements and health and safety issues are also of interest. Interest is also in both fixed and portable systems. 3) Personal Protective Equipment (PPE) at Department of Defense (DOD) installations worldwide. This sources sought is part of an overall strategy to identify the next generation of personal protection equipment for fielding in the next fiscal year. We are interested in information on systems that would be usable for improved personal protection from chemical, biological, and radiological agents of all kinds at fixed military installations. 4) Collective Protection (COLPRO) at Department of Defense (DOD) installations worldwide. This sources sought is part of an overall strategy to identify the next generation of collective protective equipment and technology for fielding in the next fiscal year. Specifically, we are looking for information regarding the expected technical capability and effectiveness of currently (or soon to be) available technologies. 5) Individual and mass decontamination at Department of Defense (DOD) installations worldwide. This sources sought is part of an overall strategy to identify the next generation of decontamination equipment for fielding in the next fiscal year. 6) Mass notification at fixed military installations. Specifically, we are looking for information regarding the expected technical capability and effectiveness of currently (or soon to be) available Telephone Alerting Systems (TAS), outside public address systems (Giant Voice GV), desktop alerting systems, and internal building notification systems, or any other mass notification systems. Operational issues, specifically outgoing call capacity, speaker mounting requirements, database interface capabilities, and emergency remote triggering and operation are of particular interest. 7) Exterior mounting poles used for Giant Voice Systems (GVS) at Department of Defense (DOD) installations worldwide. Specifically, we are looking for information regarding coatings, load bearing and wind loading, manufacturing lead time, and compliancy with the latest standards. The information obtained by this sources sought will be included in a market study that will be coupled with an evaluation process to determine what system or systems should be recommended for inclusion in the CBRN IPP Family of Systems (FoS) solution set. Interested organizations/companies/institutions may submit test data including that of independent testing and evaluation organizations (Underwriters Laboratory [UL], National Institute of Standards and Technology [NIST], National Institute for Occupational Safety and Health [NIOSH], etc.) for consideration as part of the market study. Your information should address the following, to the extent possible: " Nationally recognized testing laboratory listed " Procurement lead time " System acquisition cost " Overall lifecycle costs (yearly maintenance requirements) " Mean time between failure, mean time between repair " Average system availability " Infrastructure needs (ex. power, signal, civil construction and communication) " Interoperability " Overall effectiveness Interested organizations/companies/institutions are encouraged to respond to this notice by registering their products at the SAIC Guardian Installation Protection Program (IPP) Vendor Web Portal (http://www.guardian-tech.saic.com) prior to the closing date of this notice. PLEASE DO NOT CONTACT THE GOVERNMENT. Participation does not imply any obligation on the part of the Government. Proprietary information will be protected to the greatest extent provided by law. This announcement is being used solely to gather market research information for investigative purposes only and is NOT a request for proposals nor will technical capability statements be considered to be a proposal. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests and there is no commitment by the Government to evaluate or purchase any goods or services.
