- This is a pre-solicitation MARKET SURVEY and is NOT a full solicitation. The US Fish and Wildlife Service, Region 7, Alaska is researching commercial sources with capability to provide pre-fabricated cedar cabin kits that meet or exceed the following minimum specifications. The result of the market survey will aid in the Government's determination as to the proper set-aside and solicitation procedures to utilize for future requirements. This announcement is being created to obtain commercial information on pre-manufactured, single-story, gable roof, 2-bedroom, cedar cabins (size range between 550 square feet and 680 square feet), exterior decks, pressure treated exterior wood foundation and exterior deck systems and delivery to a remote location in western Alaska. The U.S. Fish & Wildlife Service, Alaska Region, is conducting market research ONLY. No award will be made as a result of this synopsis nor are any solicitation materials available. GENERAL REQUIREMENTS AND INFORMATION: 1) At least 51% of all building components must be manufactured in the United States; 2) Logistics - materials must be packaged for barge transport to a location in west central Alaska; 3) Exterior walls of cedar tongue and groove construction; foundation system of pressure treated wood conforming to Green building standards; 4) Technical, International Building Code (IBC) compliant, foundation design capability (include seismic and vertical adjustment, in-house, stamped by a PE registered in the State of Alaska; 5) Building materials resistant to weather extremes; 6) Ability to design to prescribed loads, supply all components and provide assembly instructions for non-contractor personnel to assemble; 7) Remote site location has no utilities and is within the boundaries of the Yukon Delta National Wildlife Refuge, Bethel, Alaska. Information requested includes commercial methodologies and practices relative to requirements previously mentioned, contract types(s), known market forces, challenges to successful acquisition, current industry standards, processes and practices (e.g. terms and conditions, warranties, financing, technical experience, etc.). Submissions will ONLY be accepted in writing and should be submitted to the U.S. Fish & Wildlife Service, Contracting & General Services, MS 171, 1011 E. Tudor Rd., Anchorage, AK 99503-6199 ATTN: Mr. Davis Bales, Regional Engineer by no later than May 29, 2009 at 2:00pm AKDT.
