- NASA/KSC is releasing a Draft Request for Proposal (DRFP) for the ExplorationGround Launch Services (EGLS) contract. The EGLS contract provides ground processing forlaunch vehicles, spacecraft and payloads in support of Constellation and InternationalSpace Station (ISS) Programs, as well as limited payload processing support services forthe Launch Services Program (LSP). Launch vehicle and spacecraft operations includeadvanced planning, element processing, integration, test, launch and recovery services. Included in the contract are the associated ground support systems and equipmentoperations, maintenance and launch site validation of exploration architecture systemsthat will provide capabilities necessary for human space flight and exploration of thesolar system. Additionally, it includes support for the Transition and Retirement (T&R)of legacy assets supporting both the Space Shuttle Program (SSP) and ISS Program. Section L-02, Cost Forms, will be available no earlier than Thursday, May 21, 2009.This procurement is a full and open competition.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 541712 and 1,000 employees, respectively.An ombudsman has been appointed See NASA Specific Note B.Potential offerors are invited to submit questions/comments regarding all aspects of theDRFP, including the requirements, schedules, proposal instructions, and evaluationapproaches. Potential offerors are also encouraged to identify any areas in the DRFPthat are confusing or not clear, and may warrant additional information or clarificationin the final RFP. Offerors should note that questions and the corresponding answers willbe posted on the EGLS website at http://egls.ksc.nasa.gov. Answers to questionssubmitted may be released incrementally.Prospective offerors shall notify the Contracting Officer of the offerors intent tosubmit a proposal. It is the offerors responsibility to monitor the Internet site forthe release of the final RFP and amendments (if any). Potential offerors are responsiblefor downloading the solicitation and any amendments. Any referenced notes may be viewedat the URL identified below. The draft solicitation and any documents related to this procurement will be availableover the Internet. These documents will reside on a World-Wide Web (WWW) server, whichmay be accessed using a WWW browser application. The Internet site, or Uniform ResourceLocator (URL) for the NASA/KSC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76 All questions/comments must be submitted by June 22, 2009 at 8:00 AM Eastern Time toensure consideration by the Government.A Pre-proposal Conference with site visits is planned for June 10 11, 2009. Interestedparties should consult the EGLS website at http://egls.ksc.nasa.gov for registrationinstructions and detailed information.Deviations:A deviation to FAR 17.204(e), and NASA FAR Supplement (NFS) 1817.204(e)(i), which limitsthe period of performance of contracts to five years has been requested from NASAHeadquarters. The DRFP specifies a nine-year period of performance. The deviation hasnot yet been approved, and may result in changes to the final RFP.
