- MEMORANDUM FOR THE FILETELEPHONE COMMUNICATION SUPPLIES VA MEDICAL CENTER, PROVIDENCE, RI SOLE SOURCE DETERMINATION 1.CONTRACTING ACTIVITY: VA Medical Center, Providence, RI 2.DESCRIPTION OF ACTION: A sole source procurement for a service contract under Public Law 109-461 and IL 049-07-08, Veterans First Contracting Program dated June 19, 2007 3.DESCRIPTION OF SUPPLIES AND SERVICES: Provide Standard trunk, digital extension cards, telephones and labels for phones for the VA Medical Center, Providence, RI. 4. AUTHORITY CITED: a.FAR 6.302-5, Authorized or required by statue. 41 U.S.C. 253 (c)(5) 5.REASON FOR AUTHORITY: IL 049-07-08 dated June 19, 2007 states that pursuant to 8 U.S.C. 8127(b), Contracting Officers may use procedures other than competitive (including sole source awards) in acquisitions for an amount less than the simplified acquisition procedures threshold to make awards to SDVOSB. 6.EFFORTS TO OBTAIN COMPETITION: There were no efforts to obtain competition for this procurement. The procurement package includes a detailed independent Government estimate which the Contracting Officer will used to make a fair and reasonable price determination by comparing the proposed contractor's quote. 7.MARKET SURVEY: The Contracting Officer utilized www.VetBiz.gov to conduct market research in accordance with the Information Letter. 8.INTERESTED SOURCES: Nu-Vision is interested in this procurement and has a PBX contract with the Providence VA Medical Center. The work has all been beyond acceptable or better. 9.STATEMENT OF ACTIONS TO REMOVE BARRIERS TO COMPETITION: the last time this was competed no other company submitted a bid.
