- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DPWFOR91134003 is issued as a request for quotation (RFQ). The closing date and time of this solicitation is 03 June 2009, 2:00 P.M. EST. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. This acquisition is restricted under NAICS code 333111, Size STD 500. This requirement is a 100% [ Small Business ] set-aside and only qualified offerors may submit bids. The requirements in this solicitation: 0001- Quantity 1 Each - Model F-500 Super Cab Forestland Semi-Automatic Transplanter as per attached specifications or equal. FOB: Destination 0002- Quantity 1 Each Model SC single crank axle for Model F-500 Super Cab Forestland Semi-Automatic Transplanter per specifications or equal. FOB: Destination Specifications for semi-automatic transplanter with single crank axle. (F-500 & SC) Semi-automatic transplanter (F-500): "Super-cab operator protection on five sides constructed of 1/8 inch steel " plate steel floor, cab runners, 3/16 cab material weight rack on rear "Coulter - x 32 6-hole hi-carbon steel blade, 6-lug coulter hub with replaceable sealed bearings, 1 x 4 coulter adjustment arms, hi-carbon depth control skids "Foot 2 hi-carbon steel, 12 planting depth, replaceable pin-type point "Packing Wheel Assembly 15 foam filled packing tires with reinforced rims, 6-lug hubs, adjustable packing spindles "2 built in seedling boxes "Super sized 64 wide cab, side & rear wall padding, adjustable padded comfort seat with safety belt "Painted hi-gloss safety orange "Regular planting packing springs "6 foot seedling spacing sprocket "Weight 3000 lbs. Single Crank Axle (SC): "Constructed of x 4 x 6 structural steel tubing "3 OD axle shaft "Carrier legs solid 4 x 6 steel plate " X 4 steel A-frame "3 different cylinder positions "1-15/16 shaft to attach planter to axle "Equipped with double-acting cylinder with 2 rod x 4 bore X 12 stroke & cylinder lock & all hydraulic hoses "Heavy duty 1-3/4 replaceable axle spindles with Timken bearings "High-Floatation 11L x 15 *-ply tires on reinforced rims and valve protectors "Swivel bracket for attachment to prime mover height of swivel bracket not to exceed 14 from ground level when in use "Weight 2000 lbs. Vendors shall comply with FAR 52.211-6 if submitting other than the Brand Name or equal to the product. Delivery, per specifications, shipping shall be FOB destination to Directorate of Public Works (DPW&L), Forestry Division, Building 402, Fort Gordon, GA 30905. FAR provision 52.212-1 [Instructions to Offerors Commercial] applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to award. Evaluation of Quotes: Offers will be evaluated according to Far 52.212-2. Evaluation factors at 52.212-2 (a) are price and conforming to salients characteristics outlined in this solicitation. Vendors shall include a completed copy of FAR provision 52.212-3 Alt 1 with their offer if not registered in Online Representation & Certifications Applications (ORCA).
