Description
THIS FUTURE OPPORTUNITY is to advise industry that as the result of a marketsurvey conducted on 16 Jan 09, Space and Naval Warfare Systems CentersAtlantic is setting aside for Services Disabled Veteran Owned (SDVO) smallbusinesses an Indefinite Delivery/Indefinite Quantity (ID/IQ), Cost Plus FixedPrice (CPFF) type contract to provide Program Management and IntegratedLogistics Support (PM-ILS) for Information Warfare, Information Operations,and Associated C4ISR. The requirements are for non-personal programmanagement support services in the following areas: program, project, andfinancial management; integrated logistics support; and configuration andquality management. These services support a wide variety of C4ISR systems,as well as overall management support services performed in support of tasksmanaged by SPAWAR Atlantic. While the requirements are central to thetasking supported by SSC Atlantic Code 56100, this procurement is alsointended to support other associated C4ISR (draft statement of work isattached). Please Note: Due to the broad scope of this procurement action, itis anticipated that the resulting awardee, in accordance with FAR 9.5,Organizational Conflict of Interests, would be ineligible to compete on futureprocurements concerning engineering capability support within the 561 businessunit (formerly code 71). The period of performance is currently forecasted to be January 2010 throughJanuary 2011 for the base year. There will be four option years and ifexercised, will take this procurement action to January 2015. The Governmentestimate for this action is $49M for the base year and four option years. The applicable NAICS code for this effort is 541330 with a size standard of$27M. It is anticipated that the request for Proposals (RFP) may be releasedin JULY 2009. A draft Performance Work Statement(PWS) is attached. As other draft documents become available, they will beposted. Be advised these are DRAFTS and subject to revisions before the RFPis issued. THIS IS NOT A REQUEST FOR PROPOSALS.
