- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to SoftPlan Systems, Inc., 8118 Isabella Lane, Brentwood, TN 37027-8060 for SoftPlan Software Suite. This procurement is being conducted under Simplified Acquisition Procedures (SAP) Test Program for Certain Commercial Items. SoftPlan Systems, Inc. is the only known source capable of meeting the Governments requirements due to the software that would meet the majority of mission critical architectural, construction, and Computer Aided support software (CAD) requirements and it is the only construction/architectural support software that was compatible with the Theater Construction Management System(TCMS), the approved Government Off-The-Shelf (GOTS) construction management package being used on the ENFIRE. ENFIRE software baseline was developed around the SoftPLan software suite in 2006. Three iterations of the ENFIRE baseline have been propagated, totaling over 50 systems already built with 20 in the field successfully supporting contingency operations. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 a.m. CST on 22 May 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Becky.D.Black@usace.army.mil.
