Description
Request for Information/Interest for MSDS System Development for USDOE/NNSA Pantex Plant Introduction: Babcock & Wilcox Technical Services Pantex, LLC (B&W Pantex) is the managing and operating contractor for the USDOE/NNSA Pantex Plant. B&W Pantex is in the process of converting the enterprise software for the site from the Passport platform to the PeopleSoft platform. This RFI requests information regarding the development of a Material Safety Data Sheet (MSDS)/Chemical Tracking module in PeopleSoft Enterprise FSCM 9.0 that will integrate with PeopleSoft’s Purchasing, Inventory, Discrete Manufacturing, Quality, and other modules as applicable. The system is needed to support chemical purchases and to track inventory of hazardous chemicals at the Pantex Plant. The application must be developed and installed into the Pantex production environment by March of 2010. Description of Service Requirements: B&W Pantex requests information from interested respondents in providing the following technical services: •Design and develop a MSDS / Chemical Tracking module within PeopleSoft FSCM 9.0 that will track to the point of use and through disposal; •Train chemical coordinators, system administrators, technical IT support personnel and other users on the new MSDS module; •Migrate data contained within the current applications (Passport and dBase) to the new MSDS module. This also includes preservation of historical data; •Provide MSDS processing to support the implementation of the new MSDS module; •Provide the technical support required for the installation, configuration, testing, and implementation of the application; •Provide the support necessary to perform the data migration and validation, and cut over services for the production implementation; •Supply complete user and technical documentation including a written and on-line users’ manual using PeopleBooks; MSDS Application Requirements: Interested respondents should consider the following requirements in the development of the MSDS/Chemical Tracking module: •Send and receive data to and from PeopleSoft FSCM, incorporate and utilize procurement data, provide e-mail notification to Pantex’s e-mail platform, and receive and incorporate personnel and organizational data from the PeopleSoft Human Resources (HRMS) application; •Send data to two Pantex custom applications with 50 custom user fields; •Manage chemical authorization and approval processes, including storing and maintaining regulatory and custom lists of chemicals and related thresholds and characterizing materials according to International Building Code hazard classifications; •Store and retrieve information on labeling for each hazardous chemical in the site inventory; •Manage chemical inventories, including an integrated barcode system for container tracking and a hand held application that can be used in the field to gather inventory data and perform database updates to reflect actual inventory conditions. (RFID devices are not approved for use at Pantex); •Manage Emergency Management and Community Right-to-Know Act (EPCRA) Tier 2 data; •Maintain history of chemical inventory and have the capability to query inventory for a given location on a given historical date; •Manage chemical authorizations and approvals; •Generate and store standard and customized reports of the data within the application database including Superfund Amendments and Reauthorization Act (SARA) quarterly EPCRA 311 Report and annual EPCRA 312 Reports and user run ad-hoc reports. Submittal Instructions: Interested respondents should submit responses that include the following information: •Brief description of similar projects completed; •Brief description of the technical approach, including information such as development methodology, impact to future PeopleSoft upgrades, etc; •High level implementation timeline, including possible number of resources, estimated hours, and duration; •Rough Order of Magnitude Estimate. Electronic responses are preferred (use either Adobe PDF or Word format). Requirements may change from those stated in this RFI. B&W Pantex does not intend to award a contract on the basis of this request for information (RFI) and is under no obligation to proceed with a Request for Proposal. The request does not obligate B&W Pantex or the government to the expenditure of funds or to pay for the information solicited. This is as a request for information and interest only.
