Description
NASA/LaRC plans to issue a draft Request for Proposal (RFP)for ELECTRONICMECHANICAL COMPOSITE HARDWARE FABRICATION SUPPORT Services (EMCHFSS) for NASA LangleyResearch Center (LaRC), Hampton, Virginia. An advance notice and draft Performance WorkStatement (PWS)is published herein to provide information about services that arerequired. The Contractor shall provide technical support to fabricate research-orientedelectronics circuitry to include circuit assemblies for ground support, aircraft,spaceflight, laboratory, science, and research facility instrumentation requirementswithin Government provided facilities as well as in Contractor facilities. These servicesshall encompass four functional Electronics Fabrication work areas with support servicesprovided for: General Electronics Fabrication, Aircraft Electronics Fabrication,Microelectronics Fabrication, and Special Fabrication Processes. In addition, theContractor shall provide support for Mechanical Fabrication and Composite Fabrication ofresearch oriented hardware. This procurement action is intended to result in aperformance based contract with work requests being issued by the Government containingperformance requirements and delivery schedules specified therein. The work locations forthis effort are estimated as follows for the areas of work described above: GeneralElectronics Fabrication 25% Contractor Facility 75% LaRC On-site; Aircraft ElectronicsFabrication 100% LaRC On-site; Microelectronics Fabrication 100% LaRC On-site; SpecialFabrication Processes 95% Contractor Facility, 5% LaRC On-site; Metal Fabrication 5%Contractor Facility and 95 % LaRC On-site: and Composite Fabrication 100 % LaRC On-site. Support will be provided primarily for first shift operations, but some second and thirdshift work is required.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.This procurement is a total small business set-aside. See Note 1.The NAICS Code and Size Standard are 334418 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the draft RFP is on or about 9 June 2009 with ananticipated Final RFP posted approximately 15 July 2009. The offer due date will beapproximately of on or about 15 August 2009.This document is to provide industry with a draft copy of the Performance Work Statement(PWS) for comments and feedback. The Government is anticipating a single award, five (5)year basic, Indefinite Quantity/Indefinite Delivery (IDIQ) contract with Firm Fixed Priceand Cost-Plus Fixed Fee task orders. The contract will have a potential ceiling amountof $35,000,000 with a minimum guaranteed amount of $25,000.Interested parties are requested to register in the Interested Vendors List.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/LaRCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=23Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
