Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane Division plans to enter into a Basic Ordering Agreement (BOA) and Indefinite Delivery, Indefinite Quantity (IDIQ) contract with ITT Force Protection Systems, 3500 Willow Lane, Thousand Oaks, CA 91361 (formerly EDO Communications and Countermeasures) for continued sustainment of the Improvised Explosive Device Electronic Warfare (CREW) Vehicle Receiver Jammer (CVRJ). These devices are used to counter the continuous and evolving Improvised Explosive Device threat as it becomes known in Theatre. The BOA will include support for spares, repairs and automated test equipment; the IDIQ contract will include engineering support services and field service representative support. Procurements under the contractual vehicles will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. ITT Force Protection Systems is the only manufacturer with the requisite knowledge and expe! rtise to continue support of the fielded systems. In addition, the government did not procure the original data rights to the system; therefore, ITT Force Protection Systems is the only source that can provide the services and system specific materials needed to sustain the currently fielded CVRJ systems. Alpha contracting procedures will be utilized and formal solicitations will not be issued. All responsible sources may inquire into the specific terms and conditions included in the contractual vehicles; such inquiries will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. The POC is Ms. Diane L.
