Description
The Virginia Contracting Activity is seeking information from potential small business sources on any system(s) or on-going program which employees Radio Frequency Identification (RFID) or comparable technology as a basis for systematically accounting for personnel during and immediately after an emergency event (defined as causing evacuation of a building) for the purpose of this RFI. The agency is reviewing the feasibility of an automated system to accurately and rapidly provide a status of DIA employees who were logged as present at an emergency event location. This status will indicate if the employee exited the event site after the emergency event and/or has been accounted for at the relocation site. The Government is seeking innovative systems capabilities solutions. As a minimum, the system should include maintaining a running list of all personnel inside the site by tracking all entries and exists, or utilization of existing data on already implemented infrastructure as a base set of data for operations. Additionally, the emergency response command center will require real-time and/or near real-time updates, building on that base data set on the individuals identified as having evacuated the building after the event and those reporting after an evacuation. Other performance parameters and approaches of interest are: a robust, web-enabled relational database application that can be replicated and maintained in multiple locations; transmission of data one way across multiple security domains; an automated information capture capability allowing for individuals to be identified via RFID or some other mechanism as they leave and after they leave an event site; capability to transmit data on individuals identified as exiting the facilities after an emergency or present at a relocation site to a central control point/system in real and/or near real time. The system must contain sufficient configuration flexibility to achieve all stated functionality and can be existing Government off-the-shelf (GOTS) products, Commercial Off-the shelf (COTS) products, custom development or any mixture of the above to accomplish this functionality. This notice is not an RFP, no cost estimates are requested, however, general pricing methodologies would be accepted. The Government will not pay for any information submitted. This is a set-aside for small business. Interested small businesses must submit information on available systems no later than 5 June 2009. Submissions must be submitted in 12 font, Times New Roman and may not exceed ten pages. Information should be submitted by email to Jacquelyn.connell2@dia.mil.
