Description
N40085-09-R-7009, DESIGN/BID/BUILD P161V AVIATION SUPPORT FACILITY HANGAR RENOVATION, McGUIRE AIR FORCE BASE, NJ An RFP will be issued to obtain contractor qualifications for which a contract, by means of a negotiated firm fixed-price procurement, will be awarded. A contract will be awarded to the best value offeror in accordance with FAR PART 15 using the Best Value, Trade-off selection procedures. This solicitation will be issued as N40085-09-R-7009. The contract will provide the renovation of existing Hangar 1811 at McGuire AFB. The renovations shall include removal and replacement of interior building systems and building envelope. The project will also expand existing pavement east of hangar 1811 to accommodate aircraft parking. The building systems renovations include new fire protection and HVAC systems. Fire protection systems include high expansion foam system. Interior renovations for new shop and administration areas to suit the needs of the beddown. Building envelope renovations include new hangar doors, new standing-seam roofing, new split-face block faade with new windows to meet McGuire AFB Architectural Standards. Site improvements will include required utility connections and storm drainage. Sustainable design principles and energy conservation will be integrated into the design, development, and construction of the project in accordance with Energy Policy Act of 2005 (Section 109), and Executive ! Order 13123. The project will be designed to achieve a LEED silver certification. The budget magnitude of this project is between $10,000,000 and $25,000,000. Option 3 is not included in this range. The estimated Contract Completion for the project with all options is 520 days from Notice to Proceed. The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Technical factors will be evaluated based on their technical merits for the identified criteria. Proposals will be evaluated based on all technical factors (Factors 1-4) and price factor. All technical factors and sub factors are of equal importance. Technical is approximately equal to price. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. The technical evaluation factors include: Factor 1 Corporate Experience Factor 2 Past PerformancesFactor 3 Safety PerformanceFactor 4 Small Business sub-contracting effort The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued between 2 June and 3 July 09. Tentative date/time for submission of proposals will be approximately 31 July 2009, 2:00 PM (EDT).
