Description
Fleet and Industrial Supply Center-Norfolk, Contracting Department, Norfolk Naval Shipyard, Maritime Industrial Division proposes to issue a Request for Proposal (RFP) for the solicitation and award of an Indefinite Delivery/Requirements Type Contract with firm fixed prices for a base period of one (1) year with three (3) one year options for the brokerage, transportation and treatment of mixed-waste materials, and the transportation and disposal of residual wastes. The proposed requirement is being solicited on an unrestricted basis via Request for Proposal N00189-09-R-E020. The requirement will be solicited and awarded under the regulations set forth in Part 12---Acquisition of Commercial Items and Part 15---Contracting by Negotiation. All options will be evaluated with the base period. The waste materials may have both a hazardous component (defined under the Resource Conservation and Recovery Act (RCRA) - Code of Federal Regulations (CFR) Title 40 Part 260 thro! ugh 270 and a radioactive component (i.e. source, special nuclear, or by-product material subject to the Atomic Energy Act of 1954. In addition, some waste material may contain asbestos; Toxic Substances Control Act (TSCA) regulated polychlorinated biphenyls (PCBs) and/or State-only hazardous waste codes. Treatment methods used must ensure that the final waste form meets Land Disposal Restriction (LDR) standards per CFR Title 40 Part 268, and the Waste Acceptance Criteria (WAC) and the Radioactive Material License requirements of all applicable disposal sites (hereafter collectively referred to as the disposal site WAC). The waste materials shall be handled and disposed of according to Federal, State, and Local regulations. The waste materials to be treated and disposed will be generated at various Naval Nuclear Propulsion Program (NNPP) sites such as (but not limited to) Bettis Atomic Power Laboratory (Bettis), West Mifflin, PA; Electric Boat Shipyard (EB), New London,! CT; Knolls Atomic Power Laboratory (Kesselring Site), West Milton, NY; Knolls Atomic Power Laboratory (Knolls Site), Niskayuna, NY; Naval Air Station North Island (NASNI), San Diego, CA; Naval Reactors Facility (NRF), Idaho Falls, ID; Naval Station (NAVSTA) Everett, Everett, WA; Norfolk Naval Shipyard (NNSY), Portsmouth, VA; Northrop-Grumman Newport News Shipbuilding & Dry dock (NGNN), Newport News, VA; Nuclear Power Training Unit (NPTU), Charleston, SC; Nuclear Regional Maintenance Department (NRMD-Pearl) Pearl Harbor, HI; Nuclear Regional Maintenance Department Bangor (NRMD-Bangor), Bangor, WA; Nuclear Regional Maintenance Department New London (NRMD-New London), New London, CT; Nuclear Regional Maintenance Department Norfolk (NRMD-Norfolk), Norfolk, VA; Nuclear Regional Maintenance Department Point Loma (NRMD-Point Loma), San Diego, CA; Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNS & IMF), Pearl Harbor, HI; Portsmouth Naval Shipyard (PNS), Kittery, ME; Puget Sound Naval Shipyard and Intermediate Maintenance Facility! (PSNS & IMF), Bremerton, WA and Trident Refit Facility Kings Bay (TRF-Kings Bay), Kings Bay, GA. The contractor's performance shall be in accordance with rules and regulations promulgated by, the Nuclear Regulatory Commission (NRC), the Environmental Protection Agency (EPA), the Department of Transportation (DOT), and all applicable State and Local requirements. The Contractor shall, at his own expense, comply with these rules and regulations for handling, transporting, storing, processing and disposing of radioactive waste materials and shall be liable and responsible to the extent allowed by applicable laws and regulations for non-compliance. Response date for submission of offers will be established in the solicitation. Important Notice: DFARS 252.204.7004 Required Central Contractor Registration (CCR) applies. Lack of registration in the CCR database will make an offeror ineligible for award. Information regarding CCR may be found at www.ccr.gov.
