Description
The Olympic National Forest, Washington, intends to acquire by contract: decommissioning of 4.10 miles of road; and closure of 3.7 miles of road in the Hood Canal Ranger District. Project includes: mobilization; soil erosion and pollution control; dewatering; clearing and grubbing; removal and disposal of culverts; new channel construction; construction of cross ditches; sidecast removal; haul and placement of excavated material; hazard tree removal; seeding and mulching; installation of road closure devise. This project is located in the South Fork Skokomish watershed on the Hood Canal Ranger District of the Olympic National Forest, in: Sections 19, 20, 21, and 30, Township 23 North, Range 6 West; and Sections 24 and 25, Township 23 North, Range 7 West, W.M., near, Shelton, Washington. Project may be reached by traveling North from Shelton on HWY 101 for approximately 6 miles. Turn left (HWY 101 m.p. 339.5) at the George Washington Hatchery onto the SKOK VALLEY ROAD. Follow the SKOK VALLEY ROAD for approximately 5.6 miles. At the ‘Y- junction’ turn right onto the FS Road 23 and follow for approximately 13.9 miles to the junction with FS Road 2361000. Turn onto FS Road 2361000 and proceed for approximately 4.4 miles to the junction with FS Road 2363000. Turn onto FS Road 2363000 to the beginning of project. Period for performance is from contract award to September 30, 2011. Construction work may be performed between June 1st and September 30th. In-stream work is permitted from July 15th to September 15th. Project Manager is Mr. Guadalupe Cisneros, 360-956-2353. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $500,000 and $1,000,000. A bid bond is required. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about MAY 18, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award. Congress has authorized the Forest Service to enter into stewardship contracting projects to perform services to achieve land management goals for the national forests and the public lands that meet local and rural community needs.
