Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior, Minerals Management Service (MMS), intends to competitively award a contract entitled Identification of Outer Continental Shelf Renewable Energy Space-Use Conflicts and Analysis of Potential Mitigation Measures. The MMS, Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a cost reimbursement type contract for the effort described herein but may consider other proposed types if determined appropriate. The applicable NAICS Code is 541620, Environmental Consulting Services, and the work is multi-disciplinary. The contractor must be capable of performing all of the tasks described below. The period of performance of the resultant contract is anticipated to be not more than 24 months. BACKGROUND: The 1953 Outer Continental Shelf Lands Act (OCSLA) and its subsequent amendments require the Secretary of the Interior to balance the nations energy needs with the protection of the human, marine, and coastal environments, while ensuring that the concerns of coastal states and competing users are taken into account. Under authority granted by the Energy Policy Act of 2005, the MMS may issue leases on the Outer Continental Shelf (OCS) for potential renewable energy projects including, but not limited to, wind energy, wave energy, ocean current energy, solar energy, and hydrogen production. The MMS recognizes that as nearshore waters become ever-more crowded with competing users, competition for ocean space in the offshore arena will increase. Siting issues are extremely important in determining areas of possible renewable energy development. MMS decisions on lease sales must consider potential space-use conflicts on the OCS and consider how these conflicts differ during construction, operations, and decommissioning. SCOPE OF WORK: The MMS needs to identify potential space-use conflicts between OCS renewable energy development and other ocean activities (e.g., fishing, shipping, recreational boating, sand and gravel extraction, military use, special areas, etc.), and identify mechanisms to mitigate or avoid potential conflicts. A geospatial database and mapping system will be developed to highlight areas on the Pacific and Atlantic OCS where potential conflict with renewable energy development is most likely to occur. A large component of the study will include ethnographic field research in coastal communities. Social scientists will visit key fishing and shipping ports along the coast and conduct meetings and discussions with informed citizens, including local commercial and recreational fishermen and shipping operators. Stakeholder meetings and other informed discussions will help to identify potential areas and causes of space-use conflict and look for ways to mitigate any such conflict. Information from the study will be used in MMS decision making on siting and monitoring renewable energy development. The study will require expertise in a host of subjects such as fisheries, GIS technical skills, ethnography, meeting planning and coordination, meeting facilitation, applied anthropology/sociology, and perhaps most importantly the ability to perform fieldwork on multiple coastlines. With such complexity and the diversity in skill needed to perform the stated objectives, the Contractor should consider partnering capabilities where appropriate. The MMS encourages the Contractor to consider partnering with Federally Funded Research and Development Centers with relevant expertise.
