Description
Marine Corps Systems Command (MARCORSYSCOM) intends to procure test and evaluation services to evaluate the capability of a new Marine Corps product. The forthcoming solicitation will be issued on an unrestricted basis. (Reference NAICS 541380 with Size Standard of $12.0M.) Information contained in this notice is subject to change. MARCORSYSCOM will be procuring products, under a different solicitation, from qualified sources that will require a significant amount of ballistic testing in accordance with the product Purchase Description (PD), which will be provided with the final solicitation and is not available at this time. Offerors must be able to demonstrate the capability and availability to test a variety of threats. Testing will include but may be not be limited to Ballistic Limit (V50) testing in accordance with the general procedures of MIL-STD-662F, Resistance to Penetration (V0) Testing, and/or Post-Penetration, Residual Velocity (Vs-Vr) Testing. Offerors must possess the facilities to condition samples to a variety of environmental conditions and with a number of contaminants. Interested offerors will be limited to those that are National Institute Justice certified laboratories (NIJ Certified). Some test events will require a facility security clearance, cleared personnel, and access to! and storage of classified materials up to and including the secret level. For these test events, test location will be limited to those laboratories that have the necessary security clearances. The Government anticipates making multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contract awards. Period of performance will be a base year, plus a one-year option period. Awards will consist of initial minimum quantities of specific test events per qualified offeror. Each qualified offeror will be required to adhere to a very stringent test schedule and be prepared to deliver test reports in a timely manner in order to meet specific program goals and milestones. Qualified offerors will be required to participate in and/or host Test Integration Working Group (TWIG) meetings during the testing process as needed. The government will consider offerors' capabilities, capacity and past experience testing to military standards in making award decisions. Evaluation factors will be set forth in the forthcoming solicitation. Solicitation No. M67854-09-R-3042 is anticipated to be issued within the next thirty (30) days and will be posted on the internet at the Federal Business Opportunities website located at the following address: http://www.fedbizopps.gov, and the Navy Electronic Commerce Online (NECO) website at http://www.neco.navy.mil. The on-line version of the solicitation will include all documents of the solicitation package. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the original solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. The proposal shall be submitted in hard copy form only. No electronic submission of proposals will be accepted. Those responding to the solicitation have the responsibility to obtain all amendments and/or other applicable documents. !
