- draft statement of work This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate 8(a), HUBZone, Service Disabled Veteran Owned Small Business or Small Business contractors for the following proposed contract: Provide multifaceted social marketing-based support for the Office of Healthy Homes Lead Hazard Control, the U.S. Department of Housing and Urban Development, Washington, DC. This is a performance based service contract which will contain both firm fixed price and reimbursable items. The Government anticipates award of a performance based service contract which will contain both firm fixed price and reimbursable itmes on or about September 2009. The Government anticipates awarding one 12 month base year contract with one 12 month option. NAICS for this project is 541613, having a size standard of $7.0M. This announcement does not constitute a solicitation and the Government reserves the right to offer this requirement as a small business set-aside in any of the above listed categories or on an unrestricted basis, depending on the results of the market research performed. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested firms should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, details of similar projects (indicate whether your performance was as a prime or sub), completion dates, references and contract amounts. Narratives shall be no longer than five pages. Responses should be sent to this office in writing, via an e-mail attachment to jennifer.l.mcgivern@hud.gov, to reach this office on or before 4 PM, EST, June 1, 2009. Questions or concerns may be submitted in writing via the email listed above. Prior experience must include development and implementation of public health education campaigns. Must possess expert staff for preparing many written communications for a variety of audiences, which incorporate social marketing concepts. Contractor will help develop a scientifically-based, healthy homes brand in collaboration with other federal agencies. Contractor will create educational collateral; produce a newsletter; provide content for an existing website; and capitalize on OHHLHC’s experience with traveling exhibits in the production of new exhibit. All assistance will support an existing marketing plan. The current draft statement of work is attached for information purposes.
