Description
NUWCDIV Newport, RI intends to place a sole source contract with Northrop Grumman Space and Mission Systems for the following: To upgrade a existing Litteral Warfare Weapon (LWW) concept of Operations/Tactics Techniques and Procedures (CONOPS/TTP) Development Suite by fabricating the remainder of components to include strike capability, Tactical Control Global Information Grid Enterprise Services Capability, to complete the suite of combat control tactical and simulated equipment. Option 1: Installation/Integration, test and evaluation of Electronic Warfare Capabilities; Option 2: Installation/Integration, test and evaluation of Voyage Management Systems; and Option 3: Installation/Integration, test and evaluation of additional Attack Center Display emulation capabilities. The Base period shall be complete 12 months after award; Options 1 to 3 will be exercised no later than 5 months after award and be complete 12 months after option exercise. Clearance level is Se! cret. The basis for the sole source is that Northrop Grumman Corp. (NGC) has been instrumental in the design and customization of the equipment previously procured for the LWW lab and is the primary integration contractor for the trainer on which the LWW lab design is based. NGC is necessary to ensure compatability and interoperability of the systems being procured within the current configuration of the LWW lab. NGC is alo the sole developer of the Global Command and Control System operating software. The solicitation will not be available before 26 June 2009. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
