- SPAWARSYSCEN Atlantic intends to award a sole-source contract in accordancewith FAR 6.302-1 to General Dynamics C4 Systems, 8201 E. McDowell Rd.,Scottsdale, AZ 85257 to provide Sectera vIPer secure telephone equipment andassociated cables. The Sectera vIPer is compliant with the SecureCommunication Interoperability Protocol (SCIP) and is the only NationalSecurity Agency (NSA) certified telephone that provides both secure and non-secure, end-to-end voice over Internet Protocol (IP) networks and PublicSwitched Telephone Networks (PSTN). General Dynamics is the solemanufacturer of the Sectera vIPer secure telephone, which is a directreplacement for equipment currently installed at SPAWAR Systems CenterAtlantic. A commercial firm-fixed price type contract pursuant to FAR 13.5 isanticipated.The total estimated value is $210K. The FSC Code is 5805. The NAICS Code is334210 with a size standard of 1000 employees.
