Combination Synopsis/Solicitation Solicitation Number: W9124R-09-T-1061 Response Date: 27 May 2009, 12:00 PM MST This is a Combined Synopsis/Solicitation (CSS) for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13.5 Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31, Effective 20 Apr 2009 and Defense Federal Acquisition Regulation (DFAR) current to DCN 20090115. This acquisition is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) is 332912 with a size standard of 500 employees. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.html The proposal shall consist of the following Contract Line Item Numbers (CLINs): 0001, Quantity: 1, Unit of Issue: Each, Description: Heated Hose and Pump Applicator, 2 systems with spare parts. All quotes shall include shipping costs to U.S. Army Yuma Proving Ground, Yuma, AZ 85365. See below for specifications. Per FAR 52.212-2 the Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to the Government based on technical capability of the item offered to meet the Government requirement, past performance and price. Contractor proposal shall include sufficient technical information to permit evaluation of the proposed equipment. All proposals shall be clearly marked with Request for quote number W9124R-09-T-1061 and emailed to the POC listed below or sent by facsimile to 928-328-6849 no later than 27 May 2009, 12:00 PM Mountain Standard Time (MST). Offerors shall include in their proposal, past performance information on at least three other contracts in which they provided similar equipment. Past performance information shall include the following: 1) Contract Number, 2) Company/Agency Name and Address, 3) Point of Contact (Name) with Phone Number and Email Address and 4) Brief Synopsis of project to include price. Offerors that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 Instructions to Offerors of Commercial Items (Jun 2008). Heated Dispensing System The heated dispensing system will be used to fill artillery test rounds with a hot wax and filler. The liquid wax and filler will have a viscosity reading from 1300 cP to 10000 cP. The system must also maintain the temperature of the media at 200 degrees Fahrenheit. The dispensing system must contain separate or changeable dispensing apparatus able to fit into the nose cone of small artillery test pieces, 60mm mortars, up to large artillery pieces, 8 in rounds. In addition the dispensing system must also meet the following specifications: "Ability to with stand industrial environments "Ability to operate in temperatures range of 30F-155F "Entire system must include two sub systems of heated pumps, heated hose, heat stations, dispensing apparatuses, and control fixture able to operate separately. "Entire system must be comprised of standard components "Replacement components must have a maximum delivery time of 6 weeks preferably 4 weeks "Must have 3 interchangeable heated hoses for each subsystem "The 3 heated hoses must have the following diameters and lengths o1in diameter 180in length o1in diameter 48 in length o3/8 in diameter 180 in length "Dispensing apparatus must trigger a heated pump when activated to control flow, similar to a gas pump "The pump has to have a variable speed controller to allow easy switch from large to small artillery rounds "The pump must be able to pump the liquid out of the dispensing apparatus rates below 0.25 gallons a minute and beyond 10 gallons a minute "The heated hose and dispensing apparatuses must able to be carried and manipulated by one person "Heated must able to be operated and stored in a coil configuration "Hoses and pumps must have external heat sources able to keep their internal temperature above 200 degrees Fahrenheit "Hoses and pumps must have thermal jackets to prevent the worker from injuring themselves "Heat sources must have a control modules with which can be easily interfaced with by the worker "Heated hose must have a removable inside hose that can be easily removed and replaced in the event of maintenance or production issues "Each sub system must include a pressure relief system, filter/strainer, shut off valve and emergency stop "Subsystems must be able to be shutdown at night, and able to reheat existing solidified wax in the morning without damage or unnecessary maintenance to the system " All solidified wax in the sub systems must be reheated to operating temperature within 30-45 min of having the external heat source turned on "Entire system must include a purge system able to evacuate the hoses and pumps of all the wax and filler "System must also include the following replacement parts o1 replacement pump o1 replacement for each length and diameter of heated hoses o1 replacement for the temperature controller o1 replacement for motor controller o4 sets of gaskets for dispense pump o1 replacement dispensing valve o10 filters for purge/recirculation system o1 replacement inline filter housing o6 mess screen filters "System must be easily added to current wax plant facility "System must have minimal footprint "Include shipment to Yuma AZ "Include 2 maintenance/operator manuals and all technical drawings "Include a 1 Year Warranty
