- Draft Performance Work Statement (PWS) Supply and Service: The Air Force intends to issue a sole source award to United Technologies Corporation/Pratt&Whitney Corporation To set up and activate a Depot engine overhaul repair line. The estimated award date is 17 Aug 2009. The NAICS code for this requirement is 336412 with a size standard of no more than 1000 employees. This contractor is the only Source that can provide the equipment and services needed by the government. As stated in FAR 6.302-1, Subparagraph (b)(2), "the existence of limited rights in data, patent rights, or secret processes... make the services available from only one source". Central Contractor Registration (CCR) is required to receive any award. Contractors can register electronically at http://www.ccr.gov. ORCA registration is also required and contractors can register electronically at https://orca.bpn.gov. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all informational proposals will be considered within 10 days after the publication of this synopsis. A determination by the Government NOT to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22. Authority is 10 USC 2304 (c) (1). Electronic procedures will be used for this solicitation. No telephone requests. A AF form 1449 Requst for Proposal will be issued at a later date.
