- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, F3H3F19134A001, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31. This procurement is a 100% Total Small Business Set-aside IAW FAR 19.502-2(a). The NAICS code is 611699 and the small business size standard is $7.0 Million. The following commercial service is requested in this solicitation; Performance Work Statement Krav Maga Military Force Training Instructor Certification Course Scope: The work covered by this Performance Work Statement is for a specialized combative Krav Maga force training program to instruct and certify military instructor personnel. 1. Major Items of Performance: Krav Maga Basic Military Force Training Instructor Certification Course for 20 Students A. Combatives (Fighting Skills) B. Self Defense (Defensive Tactics) C. Defenses Against Handgun Threats D. Defenses Against Long Gun Threats E. Defenses Against Attacks with Edged Weapons F. Defenses Against Attacks with Blunt Weapons G. Ground Fighting H. Third Party Protection I. Instructor certification must be good for two years Krav Maga Advanced Military Force Training Instructor Certification Course for 20 Students A. Review of Basic Material B. Advanced Handgun on the Ground C. Weapon Retention (in the holster, out of the holster, standing and on the ground) D. Arrest and Control to include: Arm Controls, Takedowns, and Searching and Handcuffing E. Instructor certification must be good for two years 2. Government Furnished Property: A. 20 Handguns B. 20 Knives C. 20 Kick shields D. 20 Tombstones E. 20 Rifles F. 20 Batons 3. Location of Work: All work will be performed in the Building D Tennis Courts at Offutt AFB, Nebraska. 4. Codes: The training must comply with Air Force Instruction (AFI) 10-403, AFI 31-207 and Air Force Manual (AFMAN) 31-222. 5. Work Schedule: The working hours for this contract shall be between 0700 and 1700 hours daily. 6. Performance Period: The performance period will be 7 days; 1 June thru 7 June 2009 for the Basic Military Force Training Instructor Certification Course. The performance period will be 3 days; 8 June thru 10 June 2009 for the Advanced Military Force Training Instructor Certification Course. 7. Payment: All of the costs in connection with this contract shall be included in the lump sum price for all of the work to be performed under the contract. FOB: Destination for delivery to Offutt AFB, NE 68113. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price. The provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal if they are not registered in ORCA. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Alt I, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. 52.219-6 Notice of Total Small Business Set-Aside, FAR 52.225-13, Restrictions on Certain Foreign Purchases, FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration, FAR 52.233-3, Protest After Award, FAR 52.233-4 -- Applicable Law for Breach of Contract Claim, FAR 52.237-1, The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis.
