Description
The U.S. Department of Labor is seeking qualified contractors that can provide analytical support for evaluation activities undertaken by the Employment and Training Administration’s (ETA) Office of Policy Development and Research (OPDR), Division of Research and Evaluation (DRE). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Management, Scientific and Technical Consulting Services, and the Small Business Standard is $7.0 million. OPDR assists ETA in supporting its goal to inform the development of workforce policies and investments and support the continuous improvement of the public workforce investment system by analyzing, formulating, and recommending legislative changes and options for policy initiatives. OPDR also provides ETA with strategic approaches to improve performance and outcomes through research, demonstrations, and the evaluation of major ETA programs. The Evaluation of ARRA Initiatives Contract supports OPDR in the collection, analysis, and development of evaluation reports of ARRA-funded initiatives. The contractor will be responsible for carrying out evaluation activities and delivering evaluation products. Activities undertaken as part of this contract include, but are not limited to, developing evaluation design reports, conducting data collection activities, analyzing data, developing reports, convening meetings, and providing briefings to executive-level federal staff. The contractor must be able to develop and implement an appropriate, rigorous, and feasible evaluation design based on the type of initiative that will be evaluated, and prepare reports based on the data analysis. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor’s demonstrated experience with: (1)serving as the lead author for developing each type of evaluation design: (a) implementation study; (b) outcomes study; (c) random assignment impacts study; and (d) quasi-experimental impacts study; (2)collecting participant-level administrative data from local workforce investment boards; (3)collecting wage and other administrative data from state workforce agencies, including entering into data sharing agreements with state workforce agencies; (4)exclusively designing a survey, including computer-assisted telephone interviews (CATI) surve; (5)providing in-house administration of a survey to a minimum of 5,000 respondents, with a minimum of 80 percent response rate; (6)exclusively designing and coding a participant tracking system; (7)designing and conducting focus groups among youth populations; (8)developing documents to support the data collection clearance process with the Office of Management and Budget; (9)serving as the lead author for analyzing data and developing a final evaluation report for each type of evaluation: (a) implementation study; (b) outcomes study; (c) random assignment impacts study; and (d) quasi-experimental impacts study; (10)designing and administering random assignment as part of an impacts evaluation; (11)serving as the primary or lead presenter in oral briefings to executive-level federal ETA staff; (12)developing restricted and unrestricted public datasets; (13)conducting evaluations of Green Jobs or Summer Youth programs (these programs are described under the ARRA.) The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
