- Detailed specifications and instructions. The United States Government represented by the US Agency for International Development (USAID/Ghana) is requesting quotations for the procurement of the contractor services for the printing of literacy instructional materials required by the Ghana Education Service (GES) for the nationwide implementation of the National Literacy Acceleration Program (NALAP) in the 2009/2010 academic year scheduled for commencement in September 2009. Attached are the detailed specifications and instructions. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5 – Test Program for Certain Commercial Items that allows the use of simplified acquisition procedures for acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $5.5 million dollars.
