- UNICOR intends to enter into a five (5) year firm fixed price requirements type contract for felt products for UNICOR Allenwood PA. Solicitation number is FN1290-09 and this solicitation is issued as a Request For Proposal. UNICOR seeks to purchase felt products. The minimum delivery order quantity is $250 ea and the maximum delivery order quantity is $5000.00. Delivery date requested is 21 days for the initial order and 14 days for each order thereafter. Variation in quantity +/- 5 %. This procurement is a small business set aside. There will be an economic price adjustment every 12 months based on the Producer Price Index for NAICS product code 314999. Only offers from small business concerns will be considered. Offerors are advised that the Government intends to evaluate offers and award on an all or none basis. Offerors shall submit signed and dated offers to UNICOR, Federal Correctional Complex, Route 15, 2 Miles N. of Allenwood, Allenwood PA 17810 ATTN: Tiffani Balestrini if sending via Fedex or UPS. Faxed proposals are also acceptable by faxing to 570-547-0371. If sending United States Postal Service, please send to UNICOR, PO Box 1500, White Deer, PA 17887. This information shall be displayed on the outside of the envelope with the solicitation number and offer closing date. All offerors must complete the Business Management questionnaire in Section L of solicitation document with three references. References must be for same or similar items. All Offerors must complete the ACH form and the CCR Registration, which can be found on UNICOR's webpage at www.unicor.gov. For the ACH form click on business commercial opportunities, navigate to, procurement forms and click on ACH form and print. For CCR Registration scroll down the page to Central Contractor Registration and complete internet based form. All offerors must acknowledgment all amendments if any. Offers received after the exact time and date specified will not be considered. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer represents the best value to the government. The following factors shall be used to evaluate proposals: List in order of importance: Adherence to specification, Past Performance, and price. A written notice of award or acceptance of an offer will be mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The solicitation will be available on Fedbizops at www.fbo.gov on or about May 20, 2009 No copies of the solicitation will be mailed. All responsible offerors may submit a proposal which will be considered.
