Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number EA133E-09-RQ-0586 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The associated North American Industry Classification System (NAICS) code is 517410 with a small business size standard of $15.0 million in average annual receipts. NAME BRAND JUSTIFICATION FOR TRANSMITTER CONTROL SYSTEM The Office of Satellite Operations (OSO) is an organizational component of NOAA's National Environmental Satellite, Data and Information Service (NESDIS). The OSO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and Command and Data Acquisition (CDA) facilities at Wallops, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. A primary component in the NOAA satellite fleet is the Geostationary Operational Environmental Satellite (GOES) series. The GOES satellites provide the kind of continuous monitoring necessary for intensive data analysis. They circle the Earth in a geosynchronous orbit, which means they orbit the equatorial plane of the Earth at a speed matching the Earth's rotation. This allows them to hover continuously over one position on the surface. The geosynchronous plane is about 35,800 km (22,300 miles) above the Earth, high enough to allow the satellites, a full-disc view of the Earth. Because they stay above a fixed spot on the surface, they provide a constant vigil for the atmospheric "triggers" for severe weather conditions such as tornadoes, flash floods, hail storms, and hurricanes. When these conditions develop the GOES satellites are able to monitor storm development and track their movements. The Wallops CDA Station makes use of Nexcom, Inc. Transmitters to support the commanding of the GOES series. To facilitate the remote control and monitor functionality of the Nexcom transmit systems, Wallops requires a Nexcom Transmitter Control Subsystem. Wallops currently uses six of these transmit subsystems to enable the remote control of Nexcom transmitters, in six other GOES antennas. These transmit subsystems make use of proprietary software to control and monitor the operation of the Nexcom transmitters. Wallops has a requirement to provide remote control to a Nexcom transmitter for the recently refurbished 8 meter antenna system. Implementing a different transmitter control system is impractical and would require additional cost for software development, programming, and testing with no certainty of their successful integration with the Nexcom Transmitter.
