- The Washington Headquarters Services Acquisition & Procurement Office (WHS/A&PO) intends to issue a solicitation for design and construction of a power distribution system. The Design/Build (D/B) team shall design, construct, furnish and install, test and demonstrate functional operation of a power distribution system. A power distribution system consisting of eleven (11) newly renovated electrical rooms will be designed and installed to replace the existing electrical distribution equipment within an Under Ground Facility (UGF). With the completion of this project, the UGF will have new, upgraded, centralized electrical rooms that will provide secure access to authorized personnel and supply a reliable 480/277 – 208/120 volt power distribution system for existing loads, future renovations, and upgrades. In addition, a new feeder will be installed to support commercial power distribution. This feeder will be installed from an existing vault, to a transformer, and then to the end user. The electrical service to be provided will be a 480 volt, 800 amp, three phase power feeder to the transformer primary. The secondary of the transformer will be 208/120 volt 1600 amp, three phase. In order to be eligible for award, all members of the D/B Team’s “design team” must have, at minimum, an active SECRET security clearance. In addition, all contractor employees performing on this contract must be United States citizens. The anticipated duration of the contract period of performance is 16-20 months with award on or about August 20, 2009. Design activities should be formally under way by the end of September 2009. The place of performance is Adams County, PA. The anticipated contract type is Firm Fixed Price. Per Federal Acquisition Regulation (FAR) 36.204, Disclosure of the Magnitude of Construction Projects, the price range is between $5,000,000 and $10,000,000. This is a best value, full and open competition. Evaluation factors and their relative importance will be disclosed in the solicitation. The power distribution solicitation will not be posted on this site. In accordance with FAR 5.102 (b)(1), the Contracting Officer will employ other electronic means (e.g. electronic mail or CD-ROM) for distributing the solicitation. The anticipated solicitation issue date by electronic means is early June 2009. All Offerors must be registered with the Central Contractor Registration (CCR) database as well as with the Online Representations and Certifications Applications (ORCA) database or risk their proposal being considered non-responsive regardless of its completeness, timeliness or other salient considerations.
