- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DPWFOR91134004 is issued as a request for quotation (RFQ). The closing date and time of this solicitation is 29 May 2009, 2:00 P.M. EST. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31. This acquisition is restricted under NAICS code 113210, Size STD $.75M. This requirement is a 100% [ Small Business ] set-aside and only qualified offerors may submit bids. The requirements in this solicitation: 0001- Quantity 200,000 Each - Container grown improved Longleaf Pine seedlings as per attached specifications. Partial shipments will be required. Deliveries will be scheduled with the vendor beginning on 15 Sep 2009 and will be made as scheduled thereafter through the end of the planting season. Minimum delivery per shipment will be 1000 seedlings. Nursery must be located within a 90 minute drive of Fort Gordon to prevent delivery delays. No substitutions. Salient Characteristics: SPECIFICATIONS FOR CONTAINER GROWN FOREST SEEDLINGS 1. Seedlings must be Improved Longleaf Pine (scientific name: Pinus palustris) 2. The seed source for the seedlings provided must be from physiographic region zone D as shown in R. C. Schmidtlings report Longleaf Pine Genetics. Seedlings grown from seeds originating from outside of this zone are not acceptable. Seedlings must be of an improved variety from a certified seed source. 3. Root plug must be 6 inches in length with a top plug diameter of no more than 1.4 inches. 4. The root collar diameter must be at least a minimum of.1875 (3/16) of an inch and no more than.75 (3/4) an inch. 5. Needle length requirement minimum 6, maximum 12 inches 6. Seedlings must have been grown in the nursery in a copper treated Styrofoam container. 7. Seedlings must have had a minimum of two inoculations with a mycorrhiza treatment while in the nursery. 8. Deliveries will be scheduled on a weekly basis dependent upon several factors one of which is weather and another is weekly planting requirements. The delivery schedule range from 15 September 2009 thru 15 March 2010. Minimum seedling number to be delivered per shipment is 1,000. Vendors shall comply with FAR 52.211-6 if submitting other than the Brand Name or equal to the product. Clause 52.211-6 (and other clauses throughout this solicitation) can be viewed by accessing website: http://farsite.hill.af.mil/. Delivery, per specifications, shipping shall be FOB destination to Directorate of Public Works (DPW&L), Forestry Division, Building 402, Fort Gordon, GA 30905. FAR provision 52.212-1 [Instructions to Offerors Commercial] applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to award. Evaluation of Quotes: Offers will be evaluated according to Far 52.212-2. Evaluation factors at 52.212-2 (a) are price and conforming to salients characteristics outlinedin this solicitation. Vendors shall include a completed copy of FAR provision 52.212-3 Alt 1 with their offer if not registered in Online Representation & Certifications Applications (ORCA). The provision can be downloaded by accessing the website listed in this solicitation. FAR clause 52.212-4 [Contract Terms and Conditions Commercial Items] applies to this acquisition to include the following addenda: Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 Electronic Submission of Payment Requests and DFARS 252.211-7003.
