Description
THIS SOLICITATION IS UNRESTRICTED AND OPEN TO PARTICIPATION BY ALL INTERESTED FIRMS WITH SPECIALIZED EXPERIENCE AND QUALIFICATIONS REQUIRED BY THIS PROJECT. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the one-phase selection procedures. The source selection process to be used is Best Value Trade-Off Approach. This procurement will result in the award of a firm-fixed price construction contract. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. Technical factors include: (1) Corporate Experience and Capability of Key Personnel. (2) Past Performance. (3) Small Business Utilization. Price Factor include: (1) Base Line Item 0001-CLIN 0001: Restore and Modernize Water Treatment Facility. Project P630 is for the Restoration and Modernization of the Water Treatment Facilities at Naval Submarine Base, Kings Bay, GA. This project consist of the construction of a new 7,150 SF pre-engineered metal building to house four (4) nanofiltration membrane package units (skids) and supporting processes at Naval Submarine Base, Kings Bay, GA. Each nanofiltration skid provides treatment capacity of 500,000 gallons per day providing a project capacity of 2.0 million gallons per day. The building will be sized to handle an additional three (future) nanofiltration skids for a total of seven. Included is site preparation, temporary piping to keep the water treatment system operational during construction, fencing modifications, and demolition of much of the existing water treatment plant. In the design of the disposal of the wastewater from the nanofiltration membrane units consideration must be given to chemical concentrations and scaling potential on equipment and piping. Project magnitude is between $10,000,000 to $15,000,000. Offerors shall submit a firm-fixed price amount for the whole project complete, Base Line Item 0001 (CLIN 0001). Liquidated damages in the amount of $5,950 per calendar day of delay are applicable to this project. Estimated time for completion of the entire project is 24 months after contract award. This will be an electronic solicitation, which can be downloaded from the NECO website at www.neco.navy.mil., under "Business Opportunities." Please be sure to register for NAVFAC's UIC N69450, to receive notification of amendments. Register also on the Planholders List for this project. The Solicitation will be available on or about 01 Jun 2009. Proposals will be due on or about 01 Jul 2009. There will be a Pre-Proposal Conference/Site Visit on or about 11 June 2009. THE SOLICITATION PACKAGE WILL GIVE EXACT DATES.
