Description
The work requires the renovation of an existing four-story, mixed use facility (Building 1), including exterior wall renovations and utilities improvements; the renovation of the existing two-story Auditorium (Building 2), including exterior wall renovations and new barrier-free access; and the renovation of the existing two-story Gymnasium (Building 3), including exterior wall renovations, addition of a new elevator and utilities. The work in all three buildings (1, 2 and 3) includes all labor and materials to provide the following: partial removal/demolition and new construction at the buildings and related site items; concrete, masonry, structural steel, aluminum windows, aluminum entrance, roofing, metal roofing and metal wall panel system, metal stud framing, interior doors and frames, hardware, glazing, interior finishes, mill work and pre-fabricated cabinetry, toilet room accessories, window treatment, and signage as well as a new hydraulic elevator, plumbing, HVAC, fire protection, electrical systems and lighting. The project requires the phasing of all construction activities. The objective of the phasing plan is to maintain continuous operations at the Center during construction with minimal disruptions to the Center’s activities. The period of performance is 590 calendar days from Notice to Proceed (NTP). Substantial completion shall be accomplished within 548 calendar days from NTP. The estimated cost range is over $10,000,000. Plans and specifications will be available on June 1, 2009, ONLY form the offices of M.C. Smith Associates and Architectural Group, Inc., 529 Greenwood Avenue, S.E., East Grand Rapids, Michigan 49506. Contact Don Smalligan, RA at (616) 451-3346 for additional information regarding this project. Collect calls will not be accepted. Request for plans and specifications MUST be submitted, in writing, and directed to the A/E firm listed above to ensure proper handling of requests. Request must be accompanied by a $500 refundable bid-deposit in the form of a check made payable to the U.S. Department of Labor. Bid Deposit Refunds will be made prior to award of a contract to those firms returning the bid documents, plans and specifications, to the A/E in good usable condition. Any additional shipping charge must be pre-paid, and COD requests will not be accepted. Plans, specifications, and any addenda, will also be available at several plan rooms for use by interested subcontractors and suppliers. The locations of these plan rooms, and prospective bidders list will be available from the A/E following the Pre-Bid Walk-Thru. A Pre-Bid Walk-Thru is scheduled is scheduled for June 16, 2009 at 1:00pm EST. This will be the only opportunity to visit the job site prior to the submission of bids. The Bid Opening date is scheduled for July 16, 2009 at 2:00pm EST at the A/E’s office mentioned above. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $33.5 Million. This is a 100% HUBZone Set-Aside Procurement. Bidders requiring an explanation or and interpretation of the solicitation, drawings, specifications, etc. must request it in writing no later than 10 calendar days before the bid opening. This 10 calendar day period is necessary to allow a reply to reach all prospective bidders before the submission of bids. Bidders unable to comply with this calendar day requirement should bid the contract according to its best interpretation of the plans, specifications and amendments. PROSPECTIVE BIDDERS ARE ENCOURAGED TO BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR). Information regarding registration can be found at http://www.ccr.gov.
