Description
Item 0001: NSN 4920-01-453-4262KV, P/N 17G980604-1, Digital Analog Video (DAV) Enhanced Self-Test Interface Test Adapter (ITA). The DAV Enhanced Self-Test ITA is used in conjunction with the DAV Automatic Test Equipment (ATE) Self-Test software to verify that the DAV ATE is operating properly, in support of the B-1B and C-17 weapon systems. Requirement is for 2 EA First Articles (Government Testing). Materials: Various Delivery Schedule: 360 Days ARO Drawings will be made available online when the RFP is posted. The approximate RFP issue date will be on or around 01 June 2009. Electronic procedures will be used for this solicitation at www.fedbizopps.gov only. NO TELEPHONE REQUESTS WILL BE HONORED and no hard copies will be mailed out. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. The Government will evaluate past performance utilizing the Past Performance Information Retrieval System (PPIRS). Proposals will be evaluated and award made in accordance with the evaluation criteria stated in the RFP. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW RATINGS IN PPIRS FOR ACCURACY AS SOON AS POSSIBLE. All questions regarding the RFP and/or the data packages must be submitted in writing to Jennifer.Dugger@robins.af.mil with copy to Kathryn.Canady@robins.af.mil. NO TELEPHONE QUESTIONS. All questions and answers will be uploaded to www.fedbizopps.gov. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal. THIS REQUIREMENT IS SET ASIDE 100% FOR SMALL BUSINESS COMPETITION. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. IAW IG5305.207(c)(91)(3) Note F: This acquisition may/does involve technology that has a military or space application. The only US contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. US contractors must submit a copy of their current, approved DD Form 2345 with their request for solicitation. The form, including instructions for completing the form, is available at http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html The solicitation/data package will be mailed to the data custodian identified in block 3 of the DD Form 2345. The extent of foreign participation has not yet been determined. MOU country sources must contact the Contracting Officer within 15 calendar days of the date of this synopsis notice to receive a copy of the solicitation at the time it is initially issued. Issuance of the RFP will not be delayed to review requests from MOU country sources received after 15 days or from non-MOU country sources. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources (e.g., if this is a small-business set-aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors).
