- The following changes are made: 1. Under Response Date: ADD Central Daylight Time 2. Under CERL Topic 4-1, Energy Security Assessments and Islanding Methodologies: After the sentence: Please note the following additional requirements for this topic:, DELETE the following two paragraphs: A proposer must demonstrate its ability to receive and access sensitive material. All appropriate security safeguards must exist prior to receiving sensitive information. No extension of the proposal due date will be granted based on inability to acquire security accreditations in a reasonable timeframe. Additionally, a proposer must provide a letter or email letter of interest from the Energy Manager or higher official at the Army installation(s) which the proposer intends to engage for demonstrating energy security self-audits or obtaining site specific information for energy security methodologies or analyses. REPLACE with the following: If a proposer intends on 1) demonstrating energy security self-audits at one or more Army installations, and/or 2) obtaining site-specific information from one or more Army installations for the purposes of developing energy security methodologies or analyses, the proposer must provide a letter or email letter of interest from the Energy Manager(s) or higher official(s) at the specific Army installation(s) the proposer will be working with. 3. In the paragraph beginning with: While proposals may be submitted under the BAA at any time& DELETE the following: Pre-proposals will be accepted for a period of twenty (20) days after the date of publication of this announcement. REPLACE with the following: Pre-proposals are due no later than 26 May 2009, 11:59 pm Central Daylight Time.
