- This notice is amended to expand its' scope to include a Visual System Replacement (VSR) upgrade, to be Firm-Fixed-Price (FFP) as a modification task, representative of the kinds of changes that will be accomplished under the KC-135 ATS program in out-years but which cannot be defined and priced at this time. This will provide a meaningful opportunity to price a task with the kind of Labor Skills mix and subcontracting managment that will be expected in these out-year changes to the ATS. Note that part but not all VSR required funding will be available at the outset of the newly awarded contract, and some applicable line items will be described as options. Draft documentation in the KC-135 notice will be amended in the next few weeks to address functional requirements, specifications, and schedules and to detail additional evaluation criteria which will be created in the section M (model contract) for this expanded effort. The Air Force intends to promote a fair and open competitive procedure for this mod task to be accomplished within the context of the KC-135 ATS solicitation. Opportunities for small business participation will also be promoted in accordance with the special provision for enhanced small business participation in the draft KC-135 ATS documentation. An opportunity for a technical conference at McConnell AFB, Wichita, Kansas, will also be provided on Monday, 15 Jun 09. This will not be a full Industry Days conference, but an opportunity to observe an Operational Flight Trainer (OFT) to see exterior mounting surfaces, etc. Access to the Visual System Mirror and Display Bay cannot be allowed, but a meaningful look at the OFT will be provided. Rules of engagement in exchange with Government representatives and incumbent contractor employees at the site, security information for access to the base, and an agenda for the technical conference can be obtained from MR.
