Description
The US Army Corps of Engineers, Pittsburgh District, has a requirement for Section 206, Aquatic Ecosystem Restoration at North Park Lake, Allegheny County, PA. The major features of the contract are identified below: The work under this contract shall be performed at North Park Lake, the Wildwood Mine Sediment Disposal Site, and the haul routes to the disposal site, all located in Allegheny County, PA. North Park Lake is located within North Park, a County-operated recreation facility that lies about 10 miles north of the City of Pittsburgh, PA. The project will be separated into three constructions packages (Site Preparation Allegheny County, Phase I U.S. Army Corps of Engineers (USACE), and Phase II- Allegheny County). This synopsis is for Phase I only, which will be the only phase of the project solicited and awarded by the U.S. Army Corps of Engineers, Pittsburgh District. Phase I consists of excavation from the upstream end of North Fork Pine Creek arm to an area near the dam. Water depths in the North Fork Pine Creek arm currently range from a few inches to about 2 feet. Excavation of this area would create depths that range from shallow shoreline areas to approximately 12 feet at the most downstream end of the lake arm. The volume of excavation will be specified in the Bid Schedule that will be released with the Solicitation. Excavation would be performed in the dry. Following excavation, habitat structures (rock humps, porcupine cribs, etc.) would be placed to provide cover for fish and to increase benthic production. Coir logs would be placed along portions of the shoreline to prevent erosion and encourage wetland vegetation growth near shore. These habitats are important for fish spawning and provide nursery areas for young fish. Phase I work will also include installation, staging, and removal of temporary stream diversions, including temporary crossings; and wetland vegetation planting, including coir log plantings and surrounding shoreline plantings. The magnitude of the project is between $1,000,000.00 and $5,000,000.00. This procurement will be advertised on an unrestricted basis. The Invitation for Bid (IFB) will be issued approximately June 2, 2009 on-line only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored. Requests must be made by registering for this solicitation at http://www.fedbizopps.gov.
