Description
This procurement is for a design-build project for a new Primary Facility construction of two trainee type 2600PN dining facilities of approximately 62,380 square foot each, as well as renovation of 3 starship barracks of approximately 25,100 square feet each, on an integrated phased schedule, with interim milestones. Project shall include design and complete construction with options as indicated in the Request for Proposal. The contract is performance based design/build for the new dining facilities and the barracks renovation, not definitive in type of construction or materials unless otherwise indicated. The site work is fully designed with design drawings and specifications provided in the RFP. The contract shall include all site and facility design and construction, complete interior finishes, and kitchen and servery equipment. A comprehensive interior design is required with an option to provide furniture and dcor items. FACTORS: (1) Design Technical (consist of conceptual level presentation drawings, technical approach narratives and information regarding material and system quality). (2) Performance Capability - Specialized Experience, Past Performance, Proposed Contract Duration and Summary Schedule, Organizational Technical Approach, Key Personnel Capabilities and Experience and Small Business Utilization. Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THIS PROCUREMENT IS UNRESTRICTED. The overall construction duration is 965 calendar days from receipt of Notice to Proceed. The magnitude of construction estimated between $25,000,000.00 and $100,000,000.00. SITE VISIT IS REQUIRED. THIS PROJECT IS SUBJECT TO AVAILABILITY OF FUNDS (SAF). The receipt date for proposals is due on 16 July 2009, BY 2:00 P.M. NAICS CODE 236220 applies to this procurement. Submission requirements (plans/specs) will be available on/about 1 June 2009 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov). Search on W91236% for solicitations issued by Norfolk district. No hard copies will be available. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database in order to obtain access to FedBizOpps. CCR Registration must also be active and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.bpn.gov.
