Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department,Philadelphia Office intends to procure non-personal, operational and technicalsupport services to integrate a Boeing Scan Eagle Unmanned Aerial Vehicle System(UAVS) into a joint intelligence, surveillance and reconnaissance (ISR)architecture and execute tasks to support the United States Joint Forces Command(USJFCOM), Joint Transformation Command for Intelligence (JTC-1), JointBattlespace Awareness ISR Integration Capability (JBAIIC) experimentrequirements for Empire Challenge 2009 (EC09). The EC09 demonstration period is6-31 July 2009. The anticipated period of performance is 1 July 2009 through 7August 2009. The proposed action is for services for which the Governmentintends to solicit and negotiate with only one source, The Boeing Company(Boeing), under the authority of FAR 6.302-1. The Boeing Scan Eagle UAVS is akey enabler for the USJFCOM-planned EC09 experiments. With its uniquecombination of EO/IR/SAR sensors, the Scan Eagle UAVS can provide real-timesurveillance through smoke, fog, sand, snow, rain and darkness, augmenting otherISR collection systems, and expanding the range of possible missions a small UAScan accomplish. Real-time ISR FMV imagery with embedded metadata from theBoeing Scan Eagle UAVS is ideal for the multiple, highly persistent sensingroles required of JBAIIC field experimentation. The Scan Eagle is flexible,expandable, and quickly reconfigurable in the field, (due to the modularitydesigned into its airframe, avionics, ISR payloads, and personal computer (PC)expansion boards); it is the only UAVS of its size to integrate a SAR; and iscurrently deployed in large numbers with U.S. Navy and Marine Corps units toSouthwest Asian combatant theaters; it represents the singular UAVS platformsuitable to facilitate planned JBAIIC experimentation. In addition, thehardware design of the UAVS with its airframe, avionics, payloads, and PCexpansion boards contains proprietary data available only from Boeing, theoriginal equipment manufacturer. Boeing is the only known source that canprovide the Scan Eagle UAVS, the technical experience and expertise, theproprietary technical design data, and the qualified personnel necessary tosuccessfully enable the United States Joint Forces Command (USJFCOM) to meetmission requirements to plan, coordinate, and execute EC09 experimentationobjectives. Interested persons may identify their interest and capability torespond to the requirement or to submit proposals. This notice of intent is nota request for competitive proposals. However, the Government will consider allproposals received within forty-five (45) days after the date of publication ofthis synopsis. A determination by the Government not to compete the proposedcontract action based upon responses to this notice is solely within thediscretion of the Government. Information received will normally be consideredsolely for the purpose of determining whether to conduct a competitiveprocurement. The Government will not pay for information received. Based uponmarket research, the Government is not using the policies contained in Part 12,Acquisition of Commercial Items. The applicable North American IndustryClassification System code and size standard are 541330 and $4.5M, respectively. The NECO website has a "submit bid" button next to the solicitation number.
